The 37 billion CFA franc case: Thierno Alassane Sall questions a 5 billion CFA franc transfer to Sonac

Among the financial flows highlighted during his press conference held this Friday, June 12, 2026 in Dakar, Thierno Alassane Sall focused particularly on the sums paid to Sonac.

According to bank documents he claims to have obtained as part of the ongoing legal proceedings in Spain, approximately €7.7 million, equivalent to over 5 billion CFA francs, was transferred to the National Credit and Guarantee Insurance Company (Sonac). The member of parliament believes this specific transaction raises serious questions about the financial engineering of the market. "A guarantee meant to secure a transaction was financed by the very funds it was supposed to guarantee," he emphasized to reporters. This complex technical issue had already been the subject of intense public controversy between Sonac's management and former high-ranking state officials involved in the implementation of this rural electrification project.

According to the parliamentarian and leader of the Republic of Values party, bank statements show that several billion CFA francs were allocated to financial operations seemingly unrelated to the actual commencement of the connection work in the 1,600 affected Senegalese villages. He believes it will now be up to the competent judicial authorities to determine whether these capital movements complied with the legal and contractual mechanisms established for the financing guaranteed by the State of Senegal.
