Francophonie candidacy: Dr. Coumba Bâ launches her campaign in Dakar and outlines her vision

A more useful, more coherent, and more balanced Francophonie. This is the ambition of Mauritanian Dr. Coumba Bâ, now officially a candidate for the position of Secretary General of the International Organisation of La Francophonie (OIF). Speaking to the press this Saturday, August 1st, in Dakar, the current Minister-Counselor and Special Envoy to the OIF for President Mohamed Ould Cheikh El Ghazouani outlined the main points of her vision in the face of the major challenges facing the organization in the future.

"To evolve the Francophonie towards a more results-oriented organization"

With a background combining government experience, diplomacy, and public health, Dr. Coumba Bâ of Mauritania is officially a candidate for the position of Secretary General of the International Organisation of La Francophonie (OIF). She aims to inject new dynamism into the institution by placing dialogue, results, and the expectations of the people at the heart of its work.

"The Francophonie must remain a space where we still talk to each other, where we understand each other better, and where we act responsibly," she explained, on the sidelines of this meeting which noted the presence of, among others, H.E. Mohamed Ould Abdellahi Ould Ethmane, Ambassador of Mauritania to Senegal, and former Minister Penda Mbow.

To succeed the current Secretary General, Louise Mushikiwabo, Dr. Bâ, through her candidacy, championed a vision based on effective action, respect for the sovereignty of states, and cooperation more focused on the concrete needs of the people. The Minister-Counselor and Special Envoy to the OIF highlighted a career built on public service, administrative reform, diplomacy, and health. A trained dental surgeon, she maintained that, through her interactions with communities, she had developed an approach that prioritized listening, dialogue, and the search for pragmatic solutions.

Her career has led her to hold several strategic positions, notably Minister of Public Service, African Affairs, Youth and Sports, and then Minister of Labor and Administrative Modernization. Since 2019, she has served as Minister-Counselor to the President of the Republic. This trajectory, marked by continuity at the highest levels of the Mauritanian state, has allowed her to acquire solid experience in public reforms, governance, and international negotiations.

In this capacity, the candidate intends to transform the Francophonie into a more results-oriented organization. For her, the Francophonie must focus its efforts on priority areas such as education, youth employment, health, digital technology, culture, mobility, and economic cooperation.

A polyglot fluent in French, English, Arabic, Fulani, and Wolof, Dr. Coumba Bâ considers multilingualism an asset. According to her, the French language should be a tool for accessing knowledge, research, innovation, and future-oriented professions, while also valuing the other languages spoken within the Francophone world.

Her candidacy also draws on her diplomatic experience gained through international summits and missions representing Mauritania to African leaders. In a context marked by security, political, and economic crises, Dr. Bâ argues that the Francophonie must strengthen its role in dialogue, mediation, and conflict prevention, while preserving the balance between member states. She thus presents herself as the candidate of unity, dialogue, and a Francophonie that serves all.

Dr. Coumba Bâ, born on February 28, 1970, in Monguel, Mauritania, is a Mauritanian politician and physician. She held several ministerial portfolios between 2009 and 2018, notably in the Civil Service, Youth and Sports, and African Affairs, under the presidency of Mohamed Ould Abdel Aziz. She is known to be close to several successive presidents, from Maaouiya Ould Taya to Mohamed Ould Cheikh El Ghazouani, for whom she currently serves as Minister-Counselor and Special Envoy to the International Organisation of the Francophonie (OIF).
