Job posting: SNR is seeking a Director of Strategy, Performance, Transformation and Information Systems

Created by Law No. 91-21 of February 16, 1991, the National Debt Recovery Company (SNR) was established within the framework of the general policy of restructuring the Senegalese economy and the program for cleaning up the parapublic banking sector.

SNR is involved in particular in the recovery and management of receivables as well as the valuation of the assets entrusted to it, and contributes, through its missions, to the consolidation and securing of the State's financial interests.

As part of its capacity building and performance improvement efforts, SNR is launching an external call for applications for the recruitment of a Director of Strategy, Performance, Transformation and Information Systems.

1. Job Mission

Reporting to the General Manager, the Director of Strategy, Performance, Transformation and Information Systems is responsible for contributing to the definition and implementation of SNR's strategic directions, ensuring the management of the company's digitalization and digital transformation project and guaranteeing the availability, performance and security of infrastructure, networks, applications and data.

In this capacity, he ensures in particular that IT solutions are aligned with the business needs and strategic directions of the Company.

2. Main responsibilities

The Director's responsibilities will include, but are not limited to:

1. Participate in defining and implementing the SNR strategy through operational objectives and action plans.
2. Lead and/or supervise organizational, digital and technological transformation projects
3. Ensure the consistency and alignment of the information system with the strategic directions of the SNR
4. Oversee the definition of functional requirements and the evolution of IT applications and tools
5. Contributing to the digitalization and modernization of business processes
6. Prepare the quarterly activity reports for the Directorate
7. To carry out any other tasks assigned by the Director General within the scope of his/her responsibilities.

3. Desired Profile

The candidate must hold at least a Master's degree (Bac+5 level) in one of the following fields:

1. Information Systems
2. Information technology and digital technologies
3. Digital transformation
4. Engineering or any other relevant field related to the job duties

Additional training in information systems management and digital transformation would be an asset.

4. Professional Experience

The candidate must demonstrate significant professional experience of at least ten (10) years, including proven experience in management and responsibility roles in at least one of the following areas:

1. Network and Information System Administration
2. Organizational transformation
3. Information Systems Management
4. Management of structuring projects
5. Digitalization and innovative projects

Experience in a public company, national corporation, financial institution or organization of comparable size would be an asset.

5. Required skills

The candidate must notably possess the following skills:

Technical skills

1. Proficiency in strategic planning and performance management tools
2. Good understanding of information systems and the challenges of digital transformation
3. Analytical and synthesis skills
4. Proficiency in office software and reporting and Business Intelligence solutions

Managerial skills

1. Leadership and ability to mobilize teams
2. Ability to work across departments
3. Ability to lead change
4. Ability to make decisions and manage priorities
5. Sense of organization and planning
6. Ability to communicate with different levels of responsibility

6. Composition of the application file

7. Selection Process
