COMMUNIQUE DU CONSEIL DES MINISTRES
The Council of Ministers was held, exceptionally, on Thursday, July 16, 2026, at the Palace of the Republic, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
The Head of State presented a statement focused on the following points:
The President of the Republic believes that the increasing number of protests and demands in the public sector calls for preventative and lasting solutions to ease social tensions. In this regard, he calls upon the Government and the leaders of the major labor unions to work towards establishing social stability, which is essential for the optimal implementation of public policies. He instructs the Prime Minister to take all appropriate measures to guarantee the continuity of public services and to convene, as soon as possible, a meeting of the Monitoring Committee for the National Pact for Social Stability for Inclusive and Sustainable Growth, with representatives from social partners, employers, and the major labor unions.
According to the Head of State, the optimal marketing of agricultural products is a major challenge for our food sovereignty policy. He emphasized the urgent need for the State to take concerted and effective measures, in conjunction with stakeholders in the agricultural sectors, to address the recurring crises in the distribution of agricultural products. In this context, he asked the Prime Minister to propose a strategy to support the marketing of agricultural and horticultural products.
The President of the Republic reiterates the particular attention he pays to the situation of producers in the Niayes and the Senegal River Valley, as well as to the preventative monitoring of activities in the peanut sector. To this end, he requests that the implementation of the program for the construction of storage and preservation facilities be accelerated, along with a redefinition of the operational missions of the Market Regulation Agency (ARM).
The Head of State announced that he chaired a meeting on July 2, 2026, with the territorial executives of Senegal. He congratulated the Minister of Urban Planning, Local Authorities and Territorial Development, the presidents of the departmental councils, the mayors, the umbrella organizations, and all stakeholders in decentralization for their mobilization, commitment, and support in implementing the reforms concerning the Territorial Hubs and the fourth phase of decentralization. The President of the Republic reiterated his commitment to accelerating the territorialization of public policies and ensuring adequate funding for local authorities. He emphasized the imperative of ensuring the timely transfer of endowment funds and grants, and of undertaking an inclusive reform of local taxation. Furthermore, he asks the Minister for Territorial Communities to propose a framework concerning the status of elected local officials and the strengthening of solidarity between the State and local authorities, as well as among the local authorities themselves. Finally, the President of the Republic instructs the Prime Minister to organize consultations with all stakeholders in decentralization, with a view to reviewing and validating, before the end of August 2026, the draft reforms concerning the Territorial Hubs and the fourth phase of decentralization.
The Head of State notes that the development of the building and public works sector is a government priority, within the framework of the national economic recovery and job creation. Therefore, he calls for accelerating the implementation of housing development projects and the relaunch of priority sectoral public infrastructure construction programs.
Furthermore, he emphasizes the imperative:
The President of the Republic finally asks the Prime Minister to ensure, with the ministers involved, close and systematic monitoring of housing programs and the construction of public infrastructure.
The Head of State informs that he presided, on July 13, 2026, over the opening ceremony of the National Forum on the Sustainable Development of Maritime Transport and Logistics in the Blue Economy, before emphasizing the comparative and competitive advantages of our
country, given its strategic geographical position and exceptional maritime potential.
It indicates to the Government the importance and urgency of proposing, before the end of the year, an integrated and coherent national maritime policy, and of initiating strategic reflection on the importance of developing a national shipbuilding industry, meeting the best international standards.
Stressing the imperative of ensuring the application of recommendations relating to the improvement of the coordination and effectiveness of State action at sea, the Head of State asks the Prime Minister, the Minister of the Armed Forces and the Minister of Economy, Finance and Planning, to continue the efforts of equipping and modernizing the National Navy and the HASSMAR.
The President of the Republic deplores certain shortcomings observed in the governance of independent administrative authorities and entities in the semi-public sector, notably the insufficient mastery, by executive bodies, of current administrative, financial, and accounting procedures; the lack of human capital management; the acquisition and use of official vehicles; and the conclusion, during transitional periods, of contracts and/or agreements that heavily and permanently bind these structures. He therefore instructs the Prime Minister and ministers to take all urgent and appropriate measures to correct the identified deficiencies, paying particular attention to the strict adherence, by directors general, directors, and other executive bodies, to sound administrative, financial, accounting, and social practices, which are fundamental to establishing effective governance of the semi-public sector and independent administrative authorities. The Head of State also indicates that the oversight bodies and agencies are mobilized for this purpose.
The Head of State informs the Council that he chaired, on July 10, 2026, the debriefing session of the High-Level Committee of the WAEMU Peace and Security Project. He also recalls that he went to Doha on July 14 and 15, 2026, to present Senegal's condolences to the Emir of Qatar, following the passing of the former Emir Hamad Bin Khalifa Al Thani.
He finally announces that he will take part in the ECOWAS Summit in Freetown on July 18 and 19, 2026 and will preside over the solemn opening of the National Academy of Sciences and Techniques of Senegal (ANSTS) on July 21, 2026.
The Prime Minister presented his communication on the following points: the acceleration of the program to raise the medical technical platform of health structures and the launch of a citizen engagement program.
Regarding the upgrading of medical technology, the Prime Minister reiterated that it is among the priorities of the National Transformation Agenda for Senegal 2050, which aims to establish a high-performing, accessible, and equitable healthcare system. He highlighted the performance indicators used to monitor the impact, emphasizing the challenges related to the accessibility and quality of care, particularly the inadequate level of medical technology and the need for medical evacuations between national facilities and abroad.
The Prime Minister highlighted the high concentration of infrastructure and specialized equipment along the Dakar-Thiès-Diourbel axis, the significant need for rehabilitation of healthcare facilities, and the ongoing deterioration of technical platforms due to inadequate maintenance. This results in the saturation of referral facilities, delays in patient care, and increased healthcare expenditures. He instructed the Minister of Health and Public Hygiene to submit, by the end of July 2026 at the latest, a comprehensive report on the rehabilitation and upgrading plan for public health facilities and primary healthcare centers. He also provided an update on the measures undertaken to continue the construction of new hospitals and those currently under construction, as well as the upcoming opening of the El Hadji Malick Sy Hospital in Tivaouane.
Regarding the National Civic Engagement Program, the Prime Minister stressed that it constitutes the unifying framework for the mobilization of youth in service of the National Transformation Agenda Senegal 2050. Intended to create a continuum between school, active citizenship and the socio-professional world, this program aims to make each project of the Masterplan 2025-2034 a school of citizenship, skills and responsibility, by offering young people concrete opportunities for training, professional experience and contribution to major national transformation missions.
He noted that this program is based on three complementary components: the Civic Engagement Season, the Professionalizing Civic Internship and the Professionalizing Civic Service, in order to strengthen the employability of young people, develop their spirit of initiative and better meet the needs of the national economy.
The Prime Minister announced that, under the coordination of the Prime Minister's Office, an inter-ministerial working group will be established before the end of July 2026 to finalize the architecture of the system, define the deployment procedures for the platform, the mechanisms for certifying acquired skills, its financing model, and the results-based monitoring and evaluation system. The objective is to create the conditions necessary for young people to benefit from the job creation potential of the National Transformation Agenda, estimated at over one million jobs by 2029.
The Minister of Communication and Relations with Institutions, Government Spokesperson, and the Minister to the President of the Republic, responsible for Monitoring, Steering, and Evaluating the National Transformation Agenda, jointly announced the establishment of an integrated government communication system and the development of a national communication strategy for the
