Suivi de la mise en œuvre du PNSS-CID : Le Président de la CNES, Abdel Kader Ndiaye, recommande de préserver l’outil et de réviser la méthodologie d’évaluation
The National Confederation of Employers of Senegal (CNES) actively participated in the official meeting to monitor the implementation of the National Pact for Social Stability for Inclusive and Sustainable Growth (PNSS-CID). Chaired by Prime Minister Ahmadou Al Aminou Lô, and attended by members of the government and the president of the High Council for Social Dialogue (HCDS), this session provided an opportunity to review progress after 17 months of implementation of the Pact signed on May 1, 2025.
At the conclusion of the proceedings, the President of the National Economic and Social Council (CNES), Abdel Kader Ndiaye, warmly commended the Prime Minister's personal commitment, his openness to dialogue, and his dedication to safeguarding the stability pact. Deeply committed to preserving this instrument, the CNES considers its continuation an essential pillar for maintaining the truce that guarantees social peace in the country.
For a revised methodology, based on a contradictory assessment
While welcoming this dynamic exchange, the President of the CNES emphasized that the implementation of the National Social Security Plan (PNSS) remains "far below the expectations of the national private sector." According to the CNES, the tripartite approach has been weakened by unilateral government changes to key decisions during the reforms of the labor and social security codes (duration of maternity leave, rejection of the cap on damages for unfair dismissal).
To improve the implementation of the pact, the CNES proposes that the government make efforts to increase the level of execution of its commitments. Furthermore, it proposes a revision of the evaluation methodology, which should be based on the principle of due process and a tripartite approach. Finally, it was suggested that social dialogue be continued to strengthen trust between the government and employers.
The urgent economic priorities of the private sector
Addressing this issue, employers reminded the government of their priority concerns.
1. The full and accelerated settlement of debts owed to companies, particularly in the Building and Public Works (BTP), Energy and Services sectors, which are currently suffocated;
2. The effective revival of the national economy through a concerted approach with the private sector;
3. The concrete formalization of the support mechanism intended for companies in difficulty due to the State or its subdivisions.
4. The fight against unfair competition observed in industrial and commercial sectors as well as at the Port of Dakar which jeopardizes the sustainability of our companies/industries/businesses and impairs their competitiveness.
A need for social peace in the face of the October 21st deadline
Only by addressing these major concerns of wealth creators can social peace be preserved. This recovery is all the more urgent given the continued high level of social tension.
Faced with the threat of a general strike planned by workers for October 21st, the President of the CNES (National Confederation of National Trade Unions) is making an urgent appeal for social peace and continued dialogue. The confederation believes that only a transparent monitoring system and economic guarantees for the private sector will allow for lasting stability in the country and prevent a deadlock that would be detrimental to the entire nation.
Thanks to the direct involvement of Prime Minister Ahmadou Al Aminou Lô, the CNES hopes for a rapid correction of the trajectory to engage in a sincere, balanced tripartite partnership that promotes the development of our businesses, industries and commerce.
