Macky Sall : “L’Afrique au Cœur”, un manifeste pour un continent en marche ! (Par Ibrahima Baba SALL)
With his second book, L'Afrique au Cœur, recently published in French and English, President Macky Sall offers a narrative that blends personal memory, political experience, and a strategic vision for the continent's future. Following Le Sénégal au Cœur, published in 2018 and centered on his national journey, this new book broadens the perspective by placing Africa at the center of major contemporary issues.
In writing that is both sober and passionate, Macky Sall recounts his childhood in Fatick, a town that shaped him through its values of solidarity and discipline. He recalls his early student commitments, inspired by progressive ideals, before embarking on a career as an oil geologist. But very quickly, the call of public action led him toward politics.
Alongside President Abdoulaye Wade, he held key ministerial positions, became Prime Minister and then President of the National Assembly. His break with Wade, followed by the creation of the Alliance for the Republic (APR), marked a decisive turning point that led him to the highest office in 2012. This journey, traced in the book, illustrates the determination of a man to build his destiny and serve his people.
A large portion of the book is devoted to presidential action. Macky Sall highlights achievements in rural electrification, access to drinking water, infrastructure modernization, and state reform. Above all, he details his flagship strategy, the Emerging Senegal Plan (PSE), which aims to structurally transform the Senegalese economy.
The PSE is based on three pillars: economic and social transformation, investment in human capital, and good governance. For Macky Sall, these levers are not only relevant to Senegal, but also offer a development method that can be transferred to other African countries.
The book also reveals the author's international vision. Macky Sall advocates for proactive African diplomacy, asserting the need for the continent to speak with one voice on major multilateral stages. He advocates for Africa's rightful place on the UN Security Council, for representation at the G20, and for strengthening strategic partnerships with the BRICS and the Global South.
This 360-degree diplomacy, he says, is inseparable from a pan-Africanist commitment. Macky Sall believes that only solidarity between African countries will make it possible to break the logic of dependency and transform Africa into a key player in the global future.
The chapters on debt, energy, climate, and industrialization demonstrate the author's conviction: Africa is not a burden, but a solution. Sall denounces the "African debt scandal" and calls for breaking the cycle of debt that hinders growth. He emphasizes the need to balance the fight against climate change with the right to development, emphasizing that Africa contributes little to global emissions but pays a heavy price for climate disruption.
He advocates for rapid industrialization of the continent, in order to locally transform its resources and create jobs for its youth. Education also occupies a central place in his thinking, as it constitutes the key to sovereignty and sustainable progress.
The book concludes with a symbolic chapter: Passing the Torch. Macky Sall emphasizes the need to pass on the values of rigor, hard work, and patriotism to younger generations. He announces the creation of the Macky Sall Foundation for Peace, Dialogue, and Development, which is based on a fundamental triad: peace, dialogue, and development.
With this gesture, he affirms that his commitment does not end with the presidency. On the contrary, it continues in another form, faithful to his conviction that Africa's future rests on its own strengths and on preparing its children to meet challenges.
Africa at Heart is therefore not a simple autobiographical tale. It is a political and intellectual manifesto, which highlights the challenges but also the immense potential of the continent. Macky Sall expresses a certainty: Africa will play a central role in the future of humanity, provided it believes in itself and invests in its youth.
By magnifying the journey of a statesman and outlining perspectives for the future, this book is intended to be a source of inspiration. It invites every African, but also the international community, to understand that Africa is not on the periphery of history, but indeed at its heart.
