Septembre Mandingue : le préfet de Mbour encadre la création des cellules 'Leul'
As the "Mandingue September" approaches, the prefect of the Mbour department, Amadou Diop, is taking measures to regulate the organization of this activity and limit the proliferation of cells or "Leul" in the municipality of Mbour.
This measure aims to ensure better oversight of the organization of the "Mandingue September" and to prevent the uncontrolled proliferation of cells.
In its statement addressed to interested parties, the prefectural authority invites cell promoters to first approach the Mandingue Community, presented as the body authorized to validate requests for the creation of new cells.
The prefect specifies that each list validated by the Mandingue Collectivity must then be forwarded to the administrative authority. The file must include, in particular, a copy of the organization's registration receipt and a declaration signed by at least three people.
The documents must be submitted no later than Thursday, August 27, 2026.
The administrative authority also warns that any list submitted without the approval of the Mandingue Community will be declared inadmissible.
