ONU: des ONG appellent à barrer la route à la candidate émiratie
Several human rights NGOs on Tuesday called on major powers to prevent Emirati candidate Lana Nusseibeh from becoming UN secretary-general, accusing her country of funding paramilitaries in Sudan.
The 48-year-old diplomat entered the competition last week, while so far none of the candidates have managed to reach a consensus to succeed the Portuguese Antonio Guterres, who is coming to the end of his second term at the end of the year.
In Sudan, ravaged by a war that has killed more than 200,000 people and caused one of the world's worst humanitarian crises, Abu Dhabi is accused by the Sudanese army and international observers of equipping the paramilitaries of the Rapid Support Forces (RSF).
The United Arab Emirates have always vehemently denied any interference in the conflict, despite the evidence lined up by numerous reports.
"To place the blame" for the persistence of this conflict "on the United Arab Emirates is a mistake," said Ms. Nusseibeh, Secretary of State in the UAE Ministry of Foreign Affairs and Special Envoy to the UN and the EU, in a recent interview with the German newspaper Welt.
"I think that (her) candidacy (...) is totally inappropriate because it denies (the) reality," said Ken Roth of Human Rights Watch (HRW), during an online press conference with three other associations.
"I don't see sufficient evidence to suggest that this candidate is independent of her country of origin," said Kate Ferguson, co-director of the British NGO Protection Approaches. "We shouldn't be naive (...): this could be a deliberate attempt by autocratic regimes, with the support of the United States, to hijack the UN and seize control of the organization."
To win the competition, a candidate must obtain nine out of fifteen votes in the Security Council, avoiding a veto from the five permanent members (United States, Great Britain, China, France, Russia).
When a consensus emerges in the Security Council, the name will be submitted to the General Assembly, which in practice follows the recommendation.
Lana Nusseibeh is participating in a public hearing at the UN on Tuesday to defend her candidacy.
