The National Assembly has therefore rejected the draft amending finance bill (PLFR) 2026. A decision which comes at a particularly delicate time for public finances, when the government seemed to foresee a way out with the conclusion of an agreement at the level of the services of the International Monetary Fund (IMF).
However, last Thursday, the Bretton Woods institution, through its spokesperson, had already sent a clear message. It was closely following the discussions taking place in Soweto Square.
"We are closely monitoring the discussions."
"We are closely following the discussions in the National Assembly on the amending finance law for 2026 and the draft finance law for 2027," said Julie Kozack, director of the IMF's communications department, on Thursday.
During her press briefing, she stressed that "a budget that conforms to the parameters agreed upon in the service agreement and is aligned with the objectives of this agreement, which are, of course, those of Senegal, is essential."
What the IMF expected from the PLFR
These objectives include restoring fiscal sustainability, protecting vulnerable households, and preserving priority public spending. "A budget that preserves these objectives will be essential for Senegal to continue its program with the IMF," Julie Kozack emphasized.
The rejection of the PLFR 2026 therefore risks further complicating the process leading to the final validation of the program concluded at the service level.
The IMF program under pressure
Moody's had already raised the alarm on October 29th. By downgrading Senegal's sovereign rating, the rating agency warned that the lack of parliamentary approval for the main measures of the IMF program could delay its final approval and disbursements. This situation could exacerbate tensions surrounding state financing.
"Limited parliamentary support for government policies, including debt restructuring, risks complicating its ability to meet key preconditions of the IMF program, such as the adoption of the budget law. This increases the risk of delays in reaching a formal agreement with the IMF and in the disbursement of subsequent funds," the agency warned.
Risks of liquidity stress
The program with the IMF is not the only issue. On October 29, Moody's also warned that such delays could exacerbate liquidity pressures in the short and medium term for the Senegalese government. The government already has to raise funds on the regional financial market at high rates.
Ultimately, the supplementary budget bill was opposed by the Pastef parliamentary majority, which used all its influence to ensure its rejection. Is securing the $2.2 billion program agreed upon with the IMF now in jeopardy?
"A sign of the state's inability to keep its promises"
Financial economist, quantitative analyst, and doctoral candidate in public economics, Seydou Sow was clear about the signal this rejection sends to partners, creditors, and donors. For him, it is "a signal of the state's inability to meet its own budgetary commitments." And this at the worst possible time.
He was keen to reiterate that the technical agreement reached on September 1st with the IMF is not a blank check. It is "conditional upon prior corrective measures and obtaining financing assurances from partners," he emphasized.
Creditors and debt treatment
This rejection could also have repercussions for the debt restructuring operation undertaken by Senegal. The economist explains that, in a restructuring, creditors place great importance on the country's fiscal trajectory.
"They want a budget framework that is quantified, voted on and executable. The LFR is the key element for 2026. Rejecting it is telling them that the figures they have to rely on have no legal basis in Senegal itself," he explains.
With the rejection of the supplementary budget bill, Senegal finds itself in a situation of budgetary uncertainty, even though legal instruments offer the head of state the possibility of overcoming this difficulty. But the vote by the parliamentary majority already sends a signal to the various stakeholders involved in the Senegalese budget.
