Senelec introduces on the Luxembourg stock exchange the first securitization of an African public company linked to sustainability criteria. This 108 billion FCFA issue strengthens the maturity of African capital markets and combines innovative financing with sustainability objectives.

Luxembourg, July 13, 2026 - Last Friday, at a special Ring the Bell ceremony held at the Luxembourg Stock Exchange (LuxSE), Senelec celebrated the admission of its 108 billion FCFA sustainable development bonds, or approximately 164 million EUR, to the Official List of LuxSE and their display on the Luxembourg Green Exchange (LGX) platform.

Structured as a securitization linked to unpaid or overdue electricity bills, this operation transforms these receivables into immediately available financial resources. This is Senelec's first securities issuance admitted to the Luxembourg financial market.

This operation marks the first securitization carried out by a public utility company in Africa. It is based on a dual innovation:

1. A new source of financing for Africa: leveraging customer receivables to quickly free up resources for investments in energy infrastructure;

2. Sustainability-Linked Bonds (SLB): their financial characteristics evolve according to Senelec's achievement of specific objectives, including the reduction of technical and commercial losses and the increase in the share of renewable energies in its energy mix.

“This listing on the Luxembourg Stock Exchange and on LGX is a historic step for SENELEC and for Senegal. It demonstrates our commitment to innovative finance and our CSR roadmap. We are proud to introduce the first securitization of an African public company to the international market, with the support of LuxSE , ” said Papa Toby GAYE, CEO of Senelec.

This listing on LGX offers international investors full transparency on the green and sustainability features of the bonds, in accordance with the platform's disclosure requirements.

With this operation, Senelec confirms its ambition to mobilize sustainable financing to accelerate access to reliable, affordable and clean energy for all Senegalese.
