Alioune Gueye's latest statement on the memorandum of understanding signed between the State of Senegal and the Italian company Eni has not gone unnoticed by the Ministry of Energy, Petroleum and Mines, which has reacted.
On Tuesday, the department headed by Abdourahmane Diouf announced the signing of a memorandum of understanding with Eni concerning the carrying out of preliminary studies and the evaluation of the oil and gas potential of five offshore blocks: SN01M, SN02M, SN03M, SN07M and SN40M.
In a text published this Friday, the former Director General of Petrosen argued that the SN07M block actually corresponds to that of Yakaar-Teranga, which, according to him, "does not need any new evaluation".
Alioune Gueye claims that it is "this jewel reclaimed" under his management, which the current government "is preparing to reopen to a new foreign player, under the guise of a simple study protocol".
The ministry formally denies this.
The Ministry of Energy, Petroleum and Mines responded quickly. "The Ministry wishes to state, in the most formal manner, that these claims are completely inaccurate and have no basis in any technical or legal reality," it said in a statement.
The department explains that the memorandum of understanding signed with Eni relates exclusively to the evaluation of the oil and gas potential of five offshore blocks: SN01M (Saint-Louis Offshore Shallow), SN02M (Cayar Offshore Shallow), SN03M (Rufisque Offshore), SN07M (Saint-Louis Offshore Profond) and SN40M (Sénégal Offshore Sud Profond).
“None of these blocks corresponds to the area encompassing the Yakaar and Teranga discoveries,” the ministry clarified. According to the department, in the new division of the national oil domain, the area covered by the Yakaar and Teranga discoveries is now identified under the reference SN08M, which “is not among the five blocks covered by the Protocol concluded with Eni.”
Alioune Gueye's card is being contested
The ministry also disputes the map used by the former CEO of Petrosen to support his claims. It asserts that it is "in reality an outdated working version that does not reflect the final configuration of the oil sector and is therefore factually incorrect and likely to mislead public opinion."
The department also emphasizes the legal nature of the document signed with Eni. The memorandum of understanding "is not an oil contract" and does not constitute an allocation of a block to the Italian company. Rather, it is "a Memorandum of Understanding allowing Eni to carry out, at its own expense, preliminary geological and geophysical studies on the five aforementioned areas," the ministry clarifies.
No rights granted to Eni
The ministry assures that the protocol does not grant Eni "any title of exploration or exploitation, nor any right to the resources concerned" and does not give it any automatic right to the subsequent conclusion of an oil contract.
"Any future steps will remain subject to the procedures, negotiations and approvals provided for by Senegalese legislation and regulations," he added.
Therefore, the ministry believes that talking about an alleged "fire sale of Yakaar-Teranga" in relation to this protocol "is a double falsehood".
"Yakaar-Teranga is not involved in the agreement and the agreement itself does not grant any oil rights," the department reiterates.
The ministry is therefore calling on everyone to act responsibly and "warning" against the dissemination or repetition of "manifestly inaccurate information likely to maintain confusion and misinform public opinion."
