Afflux de migrants à Ceuta: Madrid compte 72 morts, Rabat 11
At least 72 migrants have lost their lives, according to Madrid, trying to forcibly enter Ceuta from Morocco, during the unprecedented influx of tens of thousands of people into the Spanish enclave in North Africa, while Rabat reports 11 deaths.
According to Madrid, "almost all" of the approximately 60,000 people who illegally crossed the border - mostly young Moroccans - have since been sent back to Morocco, where authorities took a long time to comment on this sudden influx described by the autonomous government of Ceuta as the worst ever seen in the enclave, and whose human toll continues to worsen.
"The latest figure we have is 72," said Miguel Angel Perez Triano, the local government delegate in Ceuta, to reporters who were asking him about the number of deaths. Many drowned.
The Moroccan Ministry of the Interior finally gave an initial assessment on Sunday evening, estimating that 11 people had lost their lives while trying to reach Ceuta.
The Moroccan Association for Human Rights (AMDH) reported "nearly 130 victims" and dozens of missing persons, and on Saturday called for an independent investigation into the causes of this unprecedented influx of migrants between the Moroccan city of Fnideq and the Spanish enclave.
She condemned "the worrying silence of the country's officials and institutions," believing that this silence contributed to the influx.
A source close to the associative sector told AFP that "the way things happened" suggested that these mass arrivals at the border could not have occurred without the "agreement of the Moroccan authorities".
For Rabat, this migration crisis results in particular from "the malicious exploitation" of social networks, "the dissemination of misleading information" and "erroneous interpretations of legal provisions".
The Moroccan Ministry of the Interior is thus referring to a recent decision by the Spanish Supreme Court, according to which the immediate return of a migrant would not apply to people who arrived by sea.
The Moroccan ministry announced 40,000 attempts to irregularly cross the border into Ceuta, adding that 1,135 people tried to reach the other Spanish enclave of Melilla, located 400 kilometers further east. All those who arrived in Melilla were immediately returned to Morocco.
- Clean up the traces of chaos -
On Sunday, police and the army patrolled the streets of Ceuta, where calm had returned. Only a handful of migrants remained.
In front of houses under construction near the port of Ceuta, Spanish soldiers arrested a group of migrants, sitting on the ground, looking tired and watched over by soldiers, supported by an armored vehicle, an AFP journalist observed.
Inflatable boats from a sea rescue team crisscrossed the waves near the boundary marked in the water by 500 meters of new waterline.
Members of the Spanish Civil Guard escorted migrants off a bus to the border crossing, for their return to Morocco. The return was carried out calmly, while workers cleaned up the trash and clothing lost during the chaos of Thursday and Friday.
AFP on Saturday met hundreds of unaccompanied minors sleeping outdoors in a disused industrial area of Ceuta, still hoping to reach continental Europe.
"All the minors here have (come to) go to Spain," Aziz Dabch, one of the few adults present in the crowd gathered in the shade of the warehouses, told AFP.
Some of those who crossed the border into the enclave said they had heard it was open, a rumor that quickly spread on social media. Spain blamed "human trafficking mafias."
On Sunday, Pope Leo XIV addressed the situation in Ceuta during his daily prayers, stating that he was following it "with concern" and that he hoped for a solution synonymous with "peace, stability and justice".
The mass arrival of these migrants has triggered a diplomatic crisis between Spain and its European partners most critical of its migration policy. EU interior ministers will discuss the events in Ceuta via videoconference on Tuesday.
