Dakar : Abass Fall lance les travaux de l'hôpital de 15,6 milliards FCFA aux Parcelles Assainies
A historic day for the Parcelles Assainies district. The City of Dakar laid the foundation stone for the modern, level 3 hospital in Parcelles Assainies this Saturday, October 17, 2026. Estimated at over 15 billion CFA francs, this healthcare facility is expected to improve access to specialized care for residents of the district and surrounding areas. Completion is scheduled for 18 months from now.
Located on a 16,627 m² plot of land owned by the City of Dakar, the future facility will have a capacity of 300 beds. The overall cost of the project, including construction, equipment, and road improvements, is estimated at 15.6 billion CFA francs. The Dakar municipality plans to use its own resources while awaiting the finalization of support from its financial partners, notably the West African Development Bank (BOAD).
The ceremony took place in the presence of the Prefect of Dakar, Chérif Mouhamadou Blondin Ndiaye, the Mayor of the City of Dakar, Abass Fall, the Mayor of Parcelles Assainies, Aboubacar Djamil Sané, and the people of Parcelles Assainies.
A question of territorial justice
With over 300,000 inhabitants, Parcelles Assainies, one of Dakar's most densely populated districts, has only six health posts and a single health center, the Mame Abdoul Aziz Sy Dabakh Center, which receives more than 5,100 patients per month. This is a glaring deficiency, especially considering that international standards recommend one hospital for every 150,000 inhabitants in densely populated urban areas. This future hospital will therefore fill this gap.
Speaking to the people, the mayor of Dakar presented this infrastructure as a concrete translation of his commitment to making health a priority of his mandate.
“The people of Parcelles face social, economic and urban difficulties with great courage. Such efforts deserve to be accompanied by public facilities commensurate with their contribution,” he declared, under the slogan “Hospital in Parcelles, yes it is possible.”
Abass Fall also indicated that the City of Dakar has already allocated 2.5 billion in its 2026 budget, and plans to allocate 7 billion in 2027 and 6.1 billion in 2028.
A project aligned with Senegal 2050
Representing the Minister of Health and Public Hygiene, the Prefect of the Department of Dakar, Chérif Mouhamadou Blondin Ndiaye, hailed "a strong act, a political choice in favor of health," which is part of the Senegal 2050 transformation agenda. "This project is not an isolated undertaking; it is being implemented within the 2050 agenda. The vision is simple: a quality, accessible, and equitable healthcare offering for every Senegalese person, wherever they live," he stated.
According to him, the hospital will relieve pressure on downtown facilities, bring emergency and specialist services closer to suburban residents, and strengthen the referral system. He assured that the ministry will support the city at every stage: monitoring the construction work, human resources, and the digitalization of the patient journey.
For his part, the mayor of Parcelles Assainies, Aboubacar Djamil Sané, hailed "a campaign promise that has become a commitment kept" thanks to the determination of Mayor Abass Fall. "So many mayors have come and gone from 2022 to the present day, so many promises, but with you, we are laying the first stone," he declared.
He also invited residents to take ownership of the project: “This hospital is yours. It will be built thanks to our taxes, for you and for our children. Let’s protect this construction site today, let’s protect this hospital tomorrow.”
Rigour and deadlines
The stakeholders all made a joint appeal to the winning company, Global Service Equipement (GSE), for the quality of the work and strict adherence to the deadlines set at 18 months.
Beyond the hospital, the municipality mentioned other projects concerning the Parcelles Assainies, including the rehabilitation of roads, the development of the Parcelles promenade and the reconstruction of the socio-cultural center as well as the municipal health center.
