Études en France : Si vous êtes étudiant non boursier, voici la mauvaise nouvelle qui va vider votre portefeuille
Non-EU and non-scholarship students residing in France will officially be deprived of Personalized Housing Assistance (APL) starting July 1, 2026, according to the provisions of a government decree published this Sunday in the Official Journal. This restrictive budgetary measure, initially adopted as part of the 2026 Finance Law, was validated last February by the Constitutional Council. The decree explicitly states that the text thus provides for "limiting access to the right to personal housing assistance for non-EU students to those who meet the conditions for receiving a higher education scholarship based on social criteria."
However, a regulatory exception has been made for certain profiles. Foreign students on apprenticeship contracts or those working alongside their academic studies will be able to retain their housing allowance. According to clarifications provided by the Ministry of Housing, the minimum activity level required to maintain this entitlement is set at one hour of work per week.
Unsurprisingly, the imminent implementation of this reform has sparked fierce opposition in France. The measure has been widely condemned by housing rights organizations and all student unions. Many of them denounce an ideological shift and openly condemn the establishment of a form of "national preference" at the expense of the most vulnerable international students.
