Affaire ASER : le collectif Sunu 37 milliards met Abdourahmane Diouf face à deux options
The Sunu 37 Billion collective is calling on the Minister of Energy and Petroleum, Abdourahmane Diouf, to address the situation of the rural electrification contract awarded to AEE Power EPC Spain. To break the deadlock, they propose two options: either to release the 40 billion CFA franc guarantee or to terminate the contract, if the legal conditions allow.
The issue of rural electrification continues to raise questions. In a press release, the Sunu 37 Billion collective is calling on the new Minister of Energy and Petroleum to clarify the situation of the contract awarded to AEE Power EPC Spain and to take the necessary steps for its effective resumption.
The group points out that Abdourahmane Diouf had, during a broadcast, expressed his commitment to the realization of this project, which aims to provide thousands of Senegalese households with access to electricity. It now believes that this position must be followed by "concrete actions."
To resolve the current situation, the group proposes two options. The first involves using the market guarantee fund, estimated at 40 billion FCFA, to allow the rural electrification project to continue and be completed. The group believes this solution would both advance the project and verify the robustness of its underlying mechanisms.
He notably recalls that Minister Abdourahmane Diouf had stated that he preferred to speak of "disbursements" rather than embezzlement regarding the 37 billion CFA francs mentioned in this case.
According to Sunu 37 billion, the mobilization of the guarantee would also allow for additional elements to be brought to the legal proceedings initiated around the project and for verification that the different stages of the procedure have been respected.
The second option proposed by the group is the termination of the contract with AEE Power EPC Spain, provided that the legal and contractual provisions allow it.
In this case, Sunu 37 milliards advocates a new award of the contract in a framework that it wants to be "transparent", in accordance with the rules of public procurement and the interests of the State of Senegal.
For the group, the urgent priority is to restore transparency to this issue while preventing the population from suffering the consequences of the obstacles. Sunu 37 milliards particularly emphasizes the need to ensure that the funds allocated for rural electrification actually benefit the villages and households for which they are intended.
The group is therefore asking the Minister of Energy and Petroleum to shed full light on the state of the contract, the guarantees available, the obligations of the different parties and the legally conceivable ways to ensure the continuity of the project.
He finally reaffirms his commitment to continue his efforts to obtain clarification on the 37 billion CFA francs and to defend, in his words, the interests of the Senegalese people still deprived of access to electricity.
