ASER case: a judicial investigation opened by the financial prosecutor's office against certain company executives

The financial prosecutor of the Republic has issued a statement announcing the opening of a judicial investigation into the rural electrification contract concluded between the Senegalese Rural Electrification Agency (ASER) and the Spanish company AEE POWER EPC SAU.

According to the statement signed by El Hadji Alioune Abdoulaye Sylla, the financial prosecutor's office received, on October 16, 2025, a complaint from MP Thierno Alassane Sall relating to the execution of said contract, for acts of forgery, use of forged documents and embezzlement of public funds.

On October 24, 2025, the financial prosecutor's office referred the case to the Dakar research section for the opening of an investigation, which has since been completed. Analysis of the preliminary investigation file suggests activities that may constitute criminal offenses.

In view of the seriousness of the facts, a judicial investigation has been opened against certain managers of the companies involved, as well as against the companies themselves in their capacity as legal persons, and against X, for association of criminals, embezzlement of public funds, forgery and use of forged public documents, forgery and use of forged private commercial or banking documents, money laundering, corruption, illegal taking of interest, influence peddling, complicity in these matters, as well as any other offence which may be revealed during the course of the judicial investigation.

In order to enable the investigating magistrate to further the investigations with a view to identifying all persons involved in the commission of said acts, an international letter rogatory and a judicial delegation have been requested according to the same note.
