Affaire du centre Mohamed Bin Zayed : Le groupe SERTEM saisit la Cour suprême
A new twist has emerged in the awarding of the contract for the construction of the Mohamed Bin Zayed Entrepreneurship and Innovation Center in Mermoz. In a decision issued on May 7, 2026, the Dispute Settlement Committee (CRD) of the Public Procurement Regulatory Authority (ARCOP) officially rejected the appeal filed by the SERTEM group. This appeal aimed to challenge the provisional award of this major project.
With this decision, ARCOP lifted the freeze on the procedure and gave the green light to the General Delegation for Rapid Entrepreneurship of Women and Youth (DER/FJ) to continue the execution of the contract.
The matter doesn't end there, however. Challenging ARCOP's decision, the SERTEM group's legal team has filed an appeal with the Supreme Court. SERTEM's lawyers intend to have ARCOP's decision overturned. The ruling of the highest administrative court will therefore be decisive.
Two major scenarios are emerging: either the court rejects the appeal and the work on the Mohamed Bin Zayed center can start under the aegis of the awardee designated by the DER/FJ; or the court rules in favor of the SERTEM group and the award procedure could be cancelled or restarted at the evaluation stage.
