Cité Fayçal : Abdou Karim Fofana s'explique sur les baux accordés aux occupants
Summoned before the parliamentary inquiry committee in his capacity as former Director General of the State Building Heritage Management Agency (AGPE), Abdou Karim Fofana provided explanations regarding the Fayçal housing complex, particularly concerning the conditions for granting and revising leases to its occupants. The Fayçal complex was central to the discussions between the former head of the Building Heritage department and the members of parliament investigating the management of state-owned real estate. The committee chairman specifically questioned Abdou Karim Fofana about his role in the contracts signed between 2010 and 2018.
In response, the former director general pointed out that the issue predated his time in office. He placed the initial operations around 2009 and 2010, specifying that the decisions made at that time were intended, in particular, to take into account the maintenance efforts undertaken by the residents. According to him, the Fayçal housing complex presented particular challenges, notably related to its proximity to the water table and the risk of flooding. He maintained that the residents had invested in preserving the housing, while the state was not adequately covering the necessary costs. "The state itself should be carrying out major maintenance and repairs; it didn't do so, so they did it for the state," he declared before the members of parliament.
Abdou Karim Fofana also explained that the leases granted occupants a right of occupancy for a fixed period, while ownership of the properties remained with the State of Senegal. He emphasized the distinction between the right to occupy a dwelling and its outright ownership. When questioned about the revision of the contracts, he indicated that his team had sought to revise the lease model, notably by extending its duration and adjusting rents according to the value of the properties and the period of occupancy. He defended this approach by citing the need to better regulate the occupants' commitments and to take into account the investments made.
However, the former director general was unable to specify the exact number of leases signed within the framework of the Fayçal city project. "I can't tell you how many, but in any case, a lot of leases were signed," he acknowledged.
Regarding the chronology of the contracts, the conditions of their award and the respective responsibilities of the various officials of the Built Heritage, he asks the commission to refer to the administrative documents and acts of signature which should, he says, make it possible to clarify the decisions actually taken during Abdou Karim Fofana's time at the head of the structure.
