Cour des comptes : ce qui va changer
Officially installed as head of the Court of Auditors, Abdoul Magib Guèye unveiled a roadmap aimed at modernizing the institution and strengthening its role in overseeing public finances. In an interview with L'Observateur, the new First President outlined his ambition to make the Court more efficient, more responsive, and more results-oriented, based on four main priorities.
Among his priorities is, first and foremost, increased professionalization of the teams. Abdoul Magib Guèye wants to harmonize the working methods of the different chambers, establish a genuine quality management system, and create a permanent training center for magistrates and audit assistants. "The process will soon see the adoption of the quality management manual and its implementation," he announced.
The new First President also intends to accelerate the institution's digital transformation. The digitalization of control procedures, through the ARCOM application, will be strengthened, while artificial intelligence will be progressively integrated into audit missions to facilitate the analysis of financial data, improve the detection of risk areas, and enhance the effectiveness of controls. "Today, you can't work by saying, 'I'm going to ignore artificial intelligence.' It's not possible," he asserts.
Another priority is ensuring that the Court's reports have concrete effects. Abdoul Magib Guèye wants to strengthen the follow-up to the recommendations made by the institution and ensure that mismanagement or alleged offenses lead, as appropriate, to referrals to the Financial Disciplinary Chamber or to transmission to the judicial authorities. "All measures are being taken to ensure that the reports don't just gather dust in drawers," he assures.
Finally, the Court intends to prioritize thematic public reports focusing on strategic sectors of the economy, in order to more accurately assess public policies and formulate more targeted recommendations. Through this roadmap, the new First President demonstrates his commitment to strengthening transparency, accountability, and good governance of public finances.
