[Exclusif] Haute Cour de justice : La date de comparution de l’ancien ministre Moussa Bocar Thiam connue

The die is now cast in the case of former minister Moussa Bocar Thiam, who must appear before the High Court of Justice. According to exclusive information obtained by Seneweb, the investigating committee, headed by its president Abdoulaye Ba, has set the date for his first court appearance for March 25, 2026.

His summons has therefore been sent to the Criminal Investigation Division (DIC). The former Minister of Communication, Telecommunications, and Digital Affairs will be summoned to the DIC in the coming days to receive his summons.

Indeed, on February 27, 2026, the National Assembly of Senegal adopted the resolution indicting Moussa Bocar Thiam for criminal association, embezzlement of public funds and money laundering.

The charges against Moussa Bocar Thiam relate to the concession to operate the Senegal Digital Technology Park (Senegal Connect Park), granted in March 2024 to the company Ewan Assets for a period of twenty years, for a fee of 15 million euros.

The payment of one third of this sum, i.e. 5 million euros, into the account of Sénégal Connect, was allegedly used to finance work to be carried out by the companies Romou SASU and Sortracorp SAS, in preparation for a presidential visit.

However, investigations have revealed anomalies, including the absence of the platform billed at 901,355,000 CFA francs, and have uncovered evidence of embezzlement of public funds amounting to a total of 1,476,482,766 CFA francs.

What the former minister risks if he fails to appear

According to the latest reports, former minister Moussa Bocar Thiam is outside the country. If he fails to appear in court, the investigating commission can issue a summons and potentially an arrest warrant against him, based on the provisions of Articles 111 et seq. of the Code of Criminal Procedure.
