Haute Cour de justice : Mandat d’arrêt international lancé contre l’ancien ministre Moussa Bocar Thiam
The investigating committee of the High Court of Justice issued an international arrest warrant on June 16, 2026, for the former Minister of Communication, Telecommunications, and the Digital Economy, Moussa Bocar Thiam, according to Seneweb. This is part of the ongoing investigation into the management of the Senegal Digital Technology Park (PTN). Despite his failure to appear before the High Court of Justice, the investigation continues under the direction of the investigating committee, chaired by Magistrate Abdoulaye Ba, assisted by four other judges.
In this procedure, several witnesses have already been heard, including officials from Orabank as well as Aminata Samaké, presented as the owner of the companies Romou SASU and Sortracorp SAS.
The former minister is under investigation in a case involving contracts awarded without competitive bidding and controversial disbursements, the amount of which is estimated to exceed two billion CFA francs. Summoned by the investigating committee, Moussa Bocar Thiam failed to appear, stating that he was outside the country.
Faced with this absence, the commission initially issued a summons. Finding it impossible to bring the former minister to trial, Chairman Abdoulaye Ba and the members of the investigating committee ultimately decided to take a further step by issuing an international arrest warrant against him.
This measure aims to allow the arrest and presentation of Moussa Bocar Thiam before the Senegalese justice system so that he can be heard in the context of this procedure relating to the management of the PTN.
