As the State of Senegal proceeds this Monday, August 10, 2026, with the inauguration of the Tivaouane hospital, Madiambal Diagne's lawyers are taking a stand.

In a statement released on Sunday, August 9, the defense team for the owner of SCI Pharaon believes that this inauguration takes place in a context marked by legal proceedings targeting, in particular, the company Ellipse Projects and SCI Pharaon.

According to the lawyers, the Tivaouane hospital was built entirely by the French company Ellipse Projects, with which SCI Pharaon, controlled by Madiambal Diagne, allegedly had contractual relationships in the context of service provision and subcontracting.

“ Our client has never signed any contract whatsoever with the State.”

In their statement, Madiambal Diagne's lawyers emphasize one point: their client and SCI Pharaon "have never signed any contract whatsoever with the State of Senegal." They assert that the only official State partner in the project is Ellipse Projects.

The lawyers are therefore surprised that, according to them, while Madiambal Diagne, his wife, two of his children and some of his relatives are being prosecuted and imprisoned, the Senegalese authorities continue to work with Ellipse Projects on several infrastructures.

They cite in particular the hospital in Tivaouane, but also other projects related to the program for the construction of strategic infrastructure on behalf of the Ministry of Justice.

The defense collective also claims that, despite the complaint filed by the State against Ellipse Projects, some contracts concluded with the company have not been terminated.

The lawyers argue that negotiations are even underway between the state and Ellipse Projects executives regarding the resumption of some work. They believe this situation contradicts the legal proceedings initiated against the company's leaders.

"It is not possible to file a complaint against the directors of a company for financial misconduct, refrain from denouncing the contract and, worse, negotiate with them," they denounce in their press release.

For Madiambal Diagne's lawyers, this situation gives the prosecutions targeting their client, his relatives and certain members of his family the appearance of an "unacceptable settling of scores".

The inauguration of the Tivaouane hospital and the announced discussions between the State and Ellipse Projects would, according to them, strengthen their demand to see justice put an end to the proceedings against Madiambal Diagne and the other people concerned.

The group of lawyers is therefore demanding that the justice system "confirm this by dismissing the case in their favor."
