Justice : Alioune Tine adoube Me Moussa Sarr
The founder of Afrikajom Center, Alioune Tine, welcomed the first initiatives of the Minister of Justice, Me Moussa Sarr, in favor of a reduction of detention and an improvement of prison conditions.
Following a meeting with the Minister of Justice on Tuesday, August 4, 2026, Afrikajom Center notably welcomed, in a press release, the circular of July 13, 2026 asking prosecutors to "favor alternative dispute resolution methods" and to "favor the use of release when the person offers sufficient guarantees of representation."
The organization also welcomed the President's stated intention to make detention an exception. "We applaud this clear political commitment to protecting human rights and fundamental freedoms, which the Minister intends to implement," it emphasized.
Regarding prison overcrowding, Afrikajom Center recalls that the minister announced that "25 billion CFA francs have been allocated to build two new prisons with 25,000 places in Malicounda and Louga in 2027".
The organization also proposed to the minister a law on the presumption of innocence in order to "consider freedom as the norm and detention as the exception", as well as a reflection on "a more rational use of electronic bracelets".
Afrikajom Center welcomes the minister's unprecedented visit to prisons and his profound shock at the conditions of detention. According to the organization, this initiative reflects a clear political will to change the lives of prisoners in prisons, to humanize the justice system, and to restore its meaning.
