T. Cissé, 57, facing charges of illegally practicing pharmacy, was arrested in Touba by officers from the local gendarmerie brigade, who had been monitoring him for several weeks. He was apprehended with five cartons of medication in his vehicle.
According to L'Observateur, which attended the hearing before the court of flagrant offenses in Diourbel, the defendant, who presented himself as a pharmacist for 31 years, nevertheless possesses "neither a diploma nor authorization to practice".
Already convicted on December 16, 2025 by the same court for similar offenses, he admitted to owning the seized goods. Initially claiming they were intended for a sick relative who was about to undergo surgery, he was unable to provide any proof and eventually admitted to having bought them at the "Ocass market in Touba".
In court, T. Cissé defended himself: “For 31 years, I practiced as a pharmacist in Touba with the authorization of the Mouride Caliph, because there were no pharmacies there, as there are today.” He did, however, admit: “I know that I did not study pharmacy, nor did I possess the skills, let alone the qualifications, to practice such a profession.”
Prosecutor Papa Khalit Fall requested a three-year prison sentence and a fine of 500,000 FCFA, emphasizing the risks to public health: "Medicine in inexperienced hands becomes a danger. The defendant does not meet any of the criteria."
For its part, the Union of Private Pharmacists of Senegal, represented by attorney Dabo, acting as a civil party in the case, described these actions as "extremely serious offenses" committed by a "repeat offender," and demanded 10 million CFA francs in damages. The defense, meanwhile, argued for a reclassification of the charges, maintaining that "the evidence does not demonstrate that these are counterfeit medications," and requested an acquittal or, failing that, a lenient application of the law.
