«Un étudiant, un ordinateur» : le document qui risque de plomber la commission d’enquête de Pastef
The first extraordinary session of the National Assembly for the 2026-2027 fiscal year opened this Monday. Among the items on the agenda was a proposal by the Pastef group (the majority party) to launch a parliamentary inquiry into the "One Student, One Computer" program. The proponents of this parliamentary initiative stated that they had identified "irregularities" in the management of this 48 billion CFA franc contract, which has been in place since 2017.
They point to actions taken "outside the legal framework of public procurement by [in particular] the repeated signing of irregular contracts worth several billion CFA francs without tendering, without prior control by the Central Directorate of Public Procurement (DCMP), without inclusion in the procurement plan of the MESRI [Ministry of Higher Education, Research and Innovation] and without approval from the Ministry in charge of Finance, in violation of articles 6, 29, 53 and 142 of the Public Procurement Code".
However, warns L'Observateur, which covered the topic in its Monday edition, the Pastef MPs' initiative risks running up against the program's procedural manual. Section VI ("Partnerships and Services") stipulates that "each year, a call for expressions of interest is published to request the provision of computers, tablets, and connectivity," adding that "the program does not operate like a public procurement process; no contract is concluded between the ministry and equipment suppliers."
Furthermore, the newspaper of the Future Media Group reports that "in the various sheets from the Ministry of Finance from the program budget support system entitled, 'Status of a budget allocation. Execution of payment appropriations,' it is specified in the heading 'Type of expenditure file' of section 75 (Ministry of Higher Education) that 'the commitment [the program in question] is off-market'."
The Observer concludes that these references could "seriously undermine the very foundation of the commission of inquiry and, in the long term, lead it to encounter a major procedural obstacle."
