147 étudiants dans l’attente, des dossiers sensibles : Guy Marius Sagna sollicite des réponses de l’État
Parliamentarian Guy Marius Sagna is challenging the government on several worrying issues, ranging from the situation of ENFHT students to that of ASPs, former SENHUILE workers and accounting agents.
The wait continues for 147 students at the National School of Hotel and Tourism Training (ENFHT). Enrolled in the 2024-2025 and 2025-2026 academic years, they still don't know when they will take their final exams. This situation is causing concern for them, their parents, and the administrative and teaching staff.
Faced with this uncertainty, Guy Marius Sagna submitted a written question to the government. The MP is asking the ministers in charge of Tourism and Vocational Training to "consult with other stakeholders" so that these exams can be organized.
He believes that the delay in organizing the 2025 session is problematic and denounces an "endless wait that has gone on for far too long".
For him, this situation constitutes "a real suffering for the students and their parents", but also for "the administrative and teaching staff involved in these ENFHT exams".
Thirteen years of service, but still in precarious circumstances. This is the situation of community security officers (ASPs) that the member of parliament is bringing to the government's attention. Despite their salary increasing from 50,000 CFA francs to 90,000 CFA francs, Guy Marius Sagna believes that these ASPs still face difficulties.
The parliamentarian is therefore questioning the government about the future of these thousands of agents. "What is the status of the draft statute for ASPs? What prospects does the Senegalese government want to offer these thousands of ASPs?" he asks.
In the Dagana department, former workers of Fermes de la Teranga, formerly SENHUILE, are still waiting for their back wages to be paid. According to information presented by the member of parliament, these workers claim that the company has owed them wages for "almost two years."
An initial ruling by the labor court allowed proceedings to begin for the payment of the first seven months' wages. The bailiff reportedly continued the process until a report of seizure of the company's equipment was drawn up. However, the matter remains stalled.
According to the workers, the problem stems from the lack of an auctioneer in the Dagana department to handle the sale of the seized equipment. Guy Marius Sagna has therefore appealed to the Minister of Justice regarding "the necessity of appointing an auctioneer" to allow the proceedings to continue.
Another issue: the special professional discretion allowance for accounting officers. According to Guy Marius Sagna, Law No. 2014-24 of July 1, 2014, provides for the creation of a "permanent and definitive special professional discretion allowance." Its amount was to be set by decree.
But twelve years later, the measure has still not been implemented. The MP denounces a situation that "deprives the relevant accounting officers of a right voted on by the National Assembly."
Guy Marius Sagna also points out the particular constraints these employees face. "Clerical staff have neither the right to strike nor the right to unionize," he emphasizes. He adds that they "cannot join an association without authorization" and "cannot get married without authorization. " According to the MP, "for the reasons mentioned above, their rights must be scrupulously protected."
He therefore asks the government to take stock of the various working sessions organised around the proposed amounts and draft decrees.
He finally wants clarification on information circulating about this matter. "Rumors say that the decree was signed in 2017 without having been officially published," he reports, before asking the government if this information is true.
