1984, 1995, 2001, 2007, 2019… : élections territoriales reportées, une longue histoire sénégalaise
Senegalese territorial elections have rarely been held on their originally scheduled dates. Since 1984, at least five postponements have occurred in different political or institutional contexts, notes Le Soleil. Citing a memorandum from civil society, the national daily recalls that in 1984, the elections were delayed until the establishment of fully functioning municipalities, while those planned for 1995 were postponed by a year in the context of the regionalization policy.
The same pattern repeated itself under the presidency of Abdoulaye Wade. Scheduled for 2001, the election was postponed to 2002 in the context of the provincialization project. The elections initially planned for 2007 were themselves postponed twice until 2009, amid post-election disputes related to the presidential election and a boycott of the legislative elections by the opposition.
This practice continued in subsequent elections. After a three-month postponement in 2014, the election scheduled for 2019 was first delayed until December, before the term of local elected officials was extended again, without a specific date being set. The territorial elections were finally held in January 2022.
With the current local elected officials' terms expiring in early 2027, the debate over a possible postponement has resurfaced. According to Le Soleil, the opposition and civil society organizations are demanding adherence to the electoral calendar, while Aminata Touré, from the presidential camp, believes the head of state still has sufficient time to set the date for the next election.
