555 milliards d'investissements différés et 300 milliards d'arriérés réglés : Les arbitrages financiers du Premier ministre
Strategic readjustment of public spending in response to cash flow realities. While budget cuts are causing serious concern, Prime Minister Al Aminou Lo defended the 555 billion FCFA reduction in payment appropriations in the 2026 Finance Law, stating that the investments were simply deferred, not canceled. Emphasizing the urgent need to provide relief to the private sector, the head of government announced a 300 billion FCFA allocation to help offset part of the state's substantial debt to the construction industry and local suppliers.
The government has announced a 555 billion FCFA reduction in payment appropriations, while maintaining the commitment authorizations for the projects concerned. An allocation of 300 billion FCFA is earmarked to settle a portion of the payment arrears, estimated at 1,956 billion FCFA by the Prime Minister.
Deferred investments, arrears to settle and priority spending to preserve: Prime Minister Al Aminou Lo detailed the main budgetary trade-offs that underpin the 2026 amending finance law (LFR). Speaking to the press, he defended a reorganization of public spending dictated, according to him, by financing constraints and delays in the execution of certain projects.
The draft supplementary budget law (LFR) includes a 555 billion FCFA reduction in investment appropriations. However, the head of government rejects the idea of a blanket abandonment of the affected projects. He explains that this reduction concerns payment appropriations, meaning the sums intended to be disbursed during the year, and not commitment authorizations, which allow the State to make financial commitments over several years. "It's simply an investment deferred until next year," he clarified, justifying this decision by the lack of sufficient conditions to execute certain projects before the end of 2026.
According to him, maintaining funding for projects whose studies are not yet complete or whose implementation conditions are not met does not constitute responsible management. The government therefore prefers to reallocate available resources to expenditures deemed more urgent.
300 billion for payment arrears
The other major aspect of this reorganization concerns the State's debts to its suppliers and businesses. Al Aminou Lo announced the allocation of 300 billion FCFA in the Finance Law to contribute to the settlement of payment arrears, the total amount of which, according to his statements, reaches 1,956 billion FCFA.
The Prime Minister emphasized the economic consequences of these delays. The payment of outstanding sums is essential for construction and public works companies to replenish their cash flow, pay their suppliers, restart certain projects, and pay their workers. "Failing to pass the supplementary budget law will further prevent construction and public works companies from recovering cash flow, resuming interrupted projects, paying their suppliers, and renewing equipment," he warned.
The head of government also stressed the need to preserve essential spending, including salaries, fundamental state functions, security and priority social protection.
Regarding investments, he assured that several major projects should continue in 2027, particularly in the hospital sector, sanitation, water, and infrastructure. He cited, among others, hospital projects in Mbour, Kaolack, Ziguinchor, Saint-Louis, and Bakel, as well as the sanitation project in Touba.
Al Aminou Lo thus advocates a prioritization approach: postponing expenditures that cannot be executed immediately to finance those whose effects are expected in the short term. The effectiveness of this strategy will depend on the State's ability to effectively settle arrears, mobilize the necessary resources, and revive deferred investments.
