Affrontement à l'Assemblée sur le rapport de la LFR 2026 : Amadou Bâ brandit la « VAR » face aux contestations du gouvernement
In response to the government's accusations that the Finance Committee had riddled its report with errors and fabricated statements, MP Amadou Bâ stepped forward to defend the work of parliamentarians. Brandishing the threat of using VAR (video replay) to expose ministers' shortcomings on hospitals, purchasing power, and special funds, the National Assembly stood up to the Executive in a memorable exchange.
The challenge to the Finance Committee's report by representatives of the Executive branch did not go unanswered in the National Assembly. Speaking to defend the document's accuracy, MP Amadou Bâ vigorously refuted the ministers' accusations of falsification or inaccuracy.
On the issue of hospital projects in Mbour, Kaolack, Bakel, Ziguinchor, and Saint-Louis, the parliamentarian categorically rejected the claim that these infrastructures were not a priority for the commissioners. According to him, the subject was raised repeatedly, prompted by the clear absence of payment appropriations in the 2026 supplementary budget law. He further emphasized that the relevant budget lines had completely disappeared from the initial 2027 budget bill. The deputy also defended the reservations expressed by his colleagues regarding social spending and soaring prices: "Preserving the purchasing power of Senegalese citizens and preventing price increases seems crucial to me," he insisted, recalling that this social emergency had been widely shared during the preparatory work.
" We can bring out VAR."
Faced with the government's outcry, tensions rose in the chamber. To put an end to the controversy surrounding the veracity of the statements made in committee, the presiding officer brandished the weapon of official audiovisual recordings, inviting the Executive to review the archives of the proceedings. "We can bring out the VAR and show here in this room what happened in committee," declared the presiding officer.
The clash intensified over the sensitive issue of special funds. Contrary to the government's minimalist interpretation, the MP pointed out that a member of the opposition had indeed questioned the appropriateness of regulating this sensitive matter through an organic law. He sharply criticized the ministers for hiding behind a Constitutional Council ruling to avoid substantive debate. "We cannot distort your words. Don't you dare distort ours," he warned, illustrating the extreme tension surrounding the examination of this 2026 supplementary budget law.
