Assemblée nationale : Amadou Ba (PASTEF) annonce de nouvelles lois pour recadrer la gestion du patrimoine bâti
The Senegalese state must stop impoverishing itself by enriching private individuals at the expense of public funds. This is the heartfelt plea of MP Amadou Ba, a member of the PASTEF majority, as the debate on state-owned buildings is at the heart of political and economic discussions. In an article entitled "Building Heritage: Beyond the Scandal, the Future Proposals of the Commission of Inquiry," the parliamentarian aims to refocus the debate on the reforms to come.
According to the parliamentarian, the Senegalese state spends billions of CFA francs each year to house its agencies, institutions, and administrations. "Some agencies sometimes pay up to 30 million CFA francs in rent per month, and often on the outskirts of Dakar's city center, such as in the Keur Gorgui district," the MP denounced.
For Amadou Ba, the solution necessarily involves "valuing public assets." "It would be more appropriate to recover this extremely expensive land and develop it into office buildings to house state agencies and administrations, instead of renting it to individuals for modest sums and for 99-year terms," the MP suggests.
Better still, according to the parliamentarian, these new public buildings "could serve as collateral for state loans, sukuks and other financial instruments, instead of benefiting a few privileged individuals."
A reform approach without settling scores
Amadou Ba was keen to clarify that the parliamentary inquiry's objective was in no way to settle political scores. "It has never been a question of vilifying or singling out individuals through these inquiry commissions, but rather of proposing new laws for the regulation, management, and enhancement of the state's built heritage," he insisted. According to him, the aim is to lead to genuine legislative reforms following the hearings currently being conducted in the National Assembly.
And the parliamentarian concluded: "Despite the media discrediting orchestrated by those who benefit from the opacity, the National Assembly is moving forward and the people control its resources."
