ASSEMBLÉE NATIONALE : LE FORUM DU JUSTICIABLE DEMANDE DES COMPTES À SONKO SUR LES « DÉPENSES SPÉCIALES »
The Forum of the Justiciable, through its president Babacar Ba, is demanding an accounting from the President of the National Assembly, Ousmane Sonko, regarding the parliamentary institution's "special expenses." In a direct appeal, the organization is specifically requesting the publication of the Bureau's decree concerning these expenses, as well as the National Assembly's financial regulations.
For the Forum of the Justiciable, respect for an institution begins with that institution respecting the rules of transparency and good governance to which it is subject. Publishing these documents would allow citizens to know, clearly and verifiably, how the resources allocated to Parliament are managed and used.
This request comes at a time when Ousmane Sonko, for his part, is calling on political actors to respect the parliamentary institution and to ensure the reliability of information disseminated about it.
This Friday, the Speaker of the National Assembly opened the third extraordinary session of 2026, in the presence of 107 members of parliament. Convened by Bureau Order No. 2015 of September 15, 2026, the session was notably marked by his response to the controversy surrounding the absence of an amending finance law for 2026.
Ousmane Sonko asserted that the National Assembly had "never received notification of an amending finance bill for 2026" and that the government had "never submitted a complete request accompanied by a draft amending finance bill." He denounced any attempt to "manipulate" this issue to suggest that Parliament had deliberately blocked the examination of such a text, calling it an interpretation based on "demagogy" and "bad faith."
But beyond this controversy, another question remains: should citizens be able to access the rules and documents that allow them to verify the use of the National Assembly's resources?
It is precisely on this point that the Forum of the Justiciable is challenging Ousmane Sonko. By demanding the publication of the decree relating to "special expenses" and the financial regulations, the organization is placing transparency at the heart of the parliamentary debate.
