Assemblée nationale : le ministre de la Justice, Me Moussa Sarr répond à Guy Marius Sagna
Justice Minister Moussa Sarr declared to members of parliament on Monday that extending the requirement to publish asset declarations to the Prime Minister and the Speaker of the National Assembly does not in any way diminish the President's status. The lawyer believes that the debate surrounding the inclusion of these provisions in Title III of the Constitution, dedicated to the President of the Republic, should not be interpreted as an attempt to diminish the presidential office. "Adding the Prime Minister and the Speaker of the National Assembly to Title III of the Constitution, which is dedicated to the President, does not diminish the President," Sarr asserted in response to MP Guy Marius Sagna. According to him, the issue should be considered from the perspective of institutional coherence and transparency.
The President of the Republic, the Prime Minister, and the President of the National Assembly all hold key positions in the functioning of the State and exercise, to varying degrees, significant public responsibilities. The inclusion of these three authorities in a single system concerning asset declarations could therefore be seen as an attempt to establish a shared requirement for exemplary conduct at the highest levels of government, rather than as a challenge to the preeminence of the President of the Republic.
For Me Moussa Sarr, the fact that article 37 appears in the title devoted to the head of state is therefore not enough to make the amendment incoherent.
The objective, according to him, remains to strengthen transparency in the management of public affairs. The debate now centers on the legal and political relevance of this expansion, while the government defends a reform intended to subject the main state authorities to the same requirement for public disclosure of their assets, both at the beginning and end of their terms.

Gros mensonge !!!
