Attaques personnelles et écarts de langage à l’Assemblée : Sonko joue au gendarme et rappelle les députés au règlement
Faced with increasingly heated exchanges in the chamber, the Speaker of the National Assembly, Ousmane Sonko, reminded the members of the need for order and strict adherence to the rules of procedure. This occurred before the government called a recess for the plenary session underway on Thursday.
Based on the provisions of the internal regulations, he stressed the need to preserve the serenity and courtesy that should characterize parliamentary debates.
Article 64 stipulates, in particular, that the National Assembly, as the quintessential forum for democratic debate, must be the setting for "calm, courteous, and impersonal" exchanges. Personal attacks, interruptions that disrupt the order of debates, and direct address from colleague to colleague are prohibited.
Ousmane Sonko also reiterated the prerogatives of the presiding officer, as defined in Article 72: to preside over the session, direct the debates, ensure compliance with the rules of procedure, and maintain order in the chamber. "The fact that I am not recognized as presiding officer is not a problem for me, but I will enforce the rules as long as I am here," he said, alluding to Thierno Alassane Sall.
It should be noted that during today's session, Ousmane Sonko effectively asserted his role as the audience's policeman, forcing several deputies, even from his own camp, to stay within the framework of the debate.
The Speaker of the National Assembly also drew the members' attention to Article 77, which governs speaking time. While legislative debate is free, this freedom remains subject to procedural rules. In particular, each speaker's speaking time is limited to 15 minutes.
As a reminder, a member of parliament may only speak after being given the floor and must remain within the scope of the issue under discussion. If they stray from the topic, the Speaker may ask them to return to it. If the speaker refuses to comply with this request, their remarks may not be recorded in the minutes, and if they persist, they may be called to order.
In this clarification, Ousmane Sonko intends to reiterate that the freedom of speech of parliamentarians should not be confused with the freedom to disrupt debates or to personally attack a colleague. For him, political disagreements in the National Assembly can be heated, but they must remain within the bounds of the institution's rules.
The Speaker of the Assembly is therefore calling on members to show more discipline so that the chamber remains a space for democratic debate, and not the scene of personal clashes.
