The Minister of Culture, Crafts, and Tourism, Alpha Thiam, a member of Kiiraay, issued an official statement. In this document, the Minister "denounces the rejection in committee, by the Pastef-Les Patriotes parliamentary group, of the 2026 supplementary budget bill, as well as all the amendments proposed by the Government."
The government official was keen to point out that the executive branch had, in fact, made significant efforts to be more open with the national representatives: “At the commissioners’ request, proceedings were suspended to allow for answers to their questions, and a detailed memorandum was submitted to them. The Prime Minister then invited the members of parliament to submit their proposed amendments in writing. Faced with this attempt at dialogue, the response was a blanket rejection.”
For Alpha Thiam, the gravity of the situation should not be underestimated in light of the current economic challenges. He points out that "Senegal is facing a 340 billion CFA franc drop in revenue and 540 billion CFA francs in new needs, particularly for energy and for the Defense and Security Forces," specifying that the 2026 Finance Law includes "2,505 billion CFA francs in commitment authorizations and 1,590 billion CFA francs in payment appropriations." According to him, "blocking it would prevent the State from supporting purchasing power in the face of soaring oil prices and from guaranteeing the security of the Senegalese people."

A direct risk to 350,000 private sector workers
Beyond the disruption to government services, the minister warned of the direct repercussions of this blockage on the national economy. The private sector risks being "deprived of 300 billion CFA francs in domestic debt repayment, following the 488.3 billion already settled thanks to the 2025 Supplementary Finance Law." Alpha Thiam emphasized the human impact of these budgetary decisions: "Behind these figures are more than 350,000 workers, nearly double the size of the government workforce: hoteliers, artisans, cultural operators, service providers, and businesses of all sizes. Just days before the opening of the Dakar 2026 Youth Olympic Games, with the world watching Senegal, these stakeholders need stability and for the government to honor its commitments."
Faced with the refusal to adopt the draft text, the minister questioned the stance of the parliamentary majority: "How can those who voted for the initial 2026 budget law (LFI) now oppose the 2026 amending budget law (LFR 2026), which merely adjusts its implementation to the new realities?" He added that "a majority of 130 out of 165 members of parliament bears a responsibility commensurate with its size: that of building, not blocking."
In conclusion, the minister reaffirmed that "President Bassirou Diomaye Faye has set the country on the path of transparency and restored credibility, as evidenced by Senegal's recent selection for the World Bank's CERC program," emphasizing that "this course cannot be sacrificed on the altar of political calculations." Alpha Thiam "finally calls on each member of parliament to vote according to their conscience, thinking first and foremost of Senegalese workers, businesses, and families."

Laisse mouton courir Tabaski arrive!
Diomaye djeredjeff 🙏
