Budget 2027 : Ces ministres qui auront les plus grosses enveloppes
Senegal's draft budget for 2027 has been released. The government plans to spend 7,363.7 billion CFA francs next year. Each ministry now knows the amount of funding allocated to it.
Indeed, some departments will have modest budgets, while others will benefit from substantial funding.
Sheikh Diba and the budget of over 1,000 billion
The Ministry of Economy, Finance and Planning will have the largest budget in 2027. Its payment appropriations are set at 1,019.3 billion FCFA.
The department plans to allocate 503.4 billion FCFA to the ministry's oversight, management, and coordination. Furthermore, 20.8 billion FCFA will be dedicated to cooperation, the development of public-private partnerships, and support for the private sector, while 72.2 billion FCFA will be allocated to customs revenue management and economic protection, among other things.
Guirassy relieved of nearly 10 billion FCFA
The Ministry of National Education will be the other major beneficiary of the state budget for 2027. It has been allocated payment appropriations totaling 980.8 billion FCFA. In 2026, these appropriations were set at 990.7 billion FCFA, representing a decrease of nearly 10 billion FCFA.
The department plans to allocate 29.3 billion FCFA to preschool education, 473.3 billion to primary education, and 197.1 billion to general secondary education. In addition, 184.9 billion FCFA is earmarked for general secondary education and 2.7 billion for basic education for youth and adults, among other things.
Déthié Fall's salary reduced by 115 billion FCFA
The ministry headed by Déthié Fall is also among the departments with the largest budgets in 2027. Payment credits amounting to 601.2 billion FCFA have been allocated to it.
These credits are however down by nearly 115 billion FCFA compared to the initial finance law (LFI) of 2026, in which they were set at 716.1 billion FCFA.
Of this amount, 64.7 billion FCFA will be allocated to territorial equity and the development of regional hubs. The construction of port and airport infrastructure will receive 2.4 billion FCFA, while the program related to the development, management, and maintenance of road and rail infrastructure will benefit from 349.2 billion FCFA.
The department's budget also includes 163.7 billion FCFA for the construction of social and administrative infrastructure.
198.5 billion FCFA for the defense of the territory
After the departments with the largest budget allocations, other ministries have lower, but still substantial, funding.
With 381.4 billion FCFA, the Ministry of the Armed Forces falls into this category. Its budget has increased compared to the previous year, when it stood at 338.3 billion FCFA.
A slight increase for Boubacar Kamara
The department plans to allocate 198.5 billion FCFA to the defense of the national territory and 131.6 billion to public safety and maintaining order, among other things.
For its part, the Ministry of Higher Education, headed by Boubacar Kamara, will benefit from payment credits of 303.7 billion FCFA, compared to 301 billion in 2026. It is thus among the five ministries with the highest budgets for the year 2027.
For now, these are only draft budgets, as the National Assembly has not yet moved to the review stage. Furthermore, Ousmane Sonko, the head of the legislative body, has threatened not to allow the draft 2026 Amending Finance Bill and the 2027 Initial Finance Bill to be passed.
