BUDGET – Les chiffres phares du PLFI-2027, nouveau sujet de discorde entre Pastef et le Gouvernement
With the 2026 supplementary budget bill rejected, the battle between the Executive and the parliamentary majority now shifts to the initial budget bill (PLFI 2027). In other words, Senegal's 2027 budget.
The chairman of the Finance Committee has requested the withdrawal of the initial draft budget law (LFI-2027), which was sent to the National Assembly by presidential decree. His reasoning: the rejection of the 2026 supplementary budget law calls into question the assumptions underlying the 2027 budget. This argument has been refuted by the Government.
What the Chairman of the Finance Committee is calling for is a revised version of the 2027 budget, based on the 2026 Finance Law. But what exactly does Senegal's 2027 budget contain? What are the main figures in this document, whose projections are actually compared to those of the 2026 Amending Finance Bill?
Spending is decreasing and revenue is increasing
The initial draft budget law (LFI) for 2027 projects revenues of approximately 6,012.1 billion FCFA, compared to 5,848.7 billion FCFA in the adjusted 2026 budget law. This represents an increase of 163.4 billion FCFA, or 2.8%.
Expenditure is projected at 7,363.7 billion FCFA, compared to 7,583.9 billion FCFA in the adjusted 2026 budget law. This represents a decrease of 220.2 billion FCFA, or 2.9%.
General budget revenues amount to 5,653.9 billion FCFA in the draft 2027 Finance Law.
1,596.2 billion FCFA for salaries
For general budget expenditures, the projected amount is 7,005.6 billion FCFA. Interest and fees on public debt are estimated at 1,303.9 billion FCFA, compared to 1,285.2 billion FCFA in the adjusted 2026 Finance Law, representing an increase of 18.7 billion FCFA.
Personnel expenses are projected at 1,596.2 billion FCFA, compared to 1,532.8 billion FCFA in the adjusted 2026 Finance Law. They thus increase by 63.4 billion FCFA, or 4.1%.
Expenditure on the acquisition of goods and services as well as current transfers is projected at 2,093.7 billion FCFA, compared to 2,185 billion FCFA in the adjusted 2026 Finance Law, representing a decrease of 4.2%.
Downward trend for investment spending
Capital expenditures from internal resources fell by 176.4 billion FCFA to 956.8 billion FCFA.
The same trend is observed for capital expenditures from external resources, reduced to 1,055 billion FCFA, compared to 1,115.7 billion FCFA in the adjusted 2026 Finance Law, representing a decrease of 60.7 billion FCFA.
The Treasury's special accounts (CST) are projected to be balanced, in both revenue and expenditure, at 358.2 billion FCFA, compared to 332 billion FCFA in the adjusted 2026 Finance Law, representing an increase of 7.9%.
The overall budget deficit is expected to decrease
The overall budget deficit is projected at 1,351.7 billion FCFA, compared to 1,735.2 billion FCFA in the adjusted 2026 Finance Law. This represents 4.7% in 2027, compared to 7.6% in the adjusted 2026 budget.
The primary balance, which measures the difference between government revenue and expenditure excluding debt interest payments, is projected at 0.2% of GDP. The tax burden, meanwhile, is expected to reach 17.5%.
A financing requirement of 6,608.7 billion
For 2027, the State's financing needs are estimated at 6,608.7 billion FCFA, compared to 6,774.2 billion FCFA in the adjusted 2026 Finance Law.
This need includes in particular the amortization of the debt, which amounts to 4,552 billion FCFA, the financing of the overall budget deficit, estimated at 1,351.7 billion FCFA, as well as the clearing of domestic arrears, for 480 billion FCFA.
How does the state plan to find the funding?
To cover this need, the State plans to use financial markets and program loans to the tune of 4,733.7 billion FCFA. It also intends to mobilize 900 billion FCFA in project loans, 800 billion FCFA in drawdowns on program financing, and 175 billion FCFA in on-lend loans.
For 2027, the net change in outstanding debt is expected to be 2,056.7 billion FCFA. This would be explained in particular by the financing of the budget deficit, amounting to 1,351.7 billion FCFA, and by the clearing of arrears from domestic resources, amounting to 480 billion FCFA.
The return of concessional financing has been announced.
"The determining factor in covering the financing of the 2027 budget is the return of concessional financing, with budget support of more than 800 billion FCFA, not taking into account the financing currently being negotiated," the ministry announces in its draft 2027 Finance Law.
These concessional budgetary support measures would strengthen the State's financial capacity, enable it to meet debt service repayment deadlines and implement structuring social and economic projects for Senegal, he asserts in his document.
Family security grants and subsidies
For family security grants (BSF), the State plans to double the credits in 2027. These will increase to 140 billion FCFA in 2027, to reach 1,000,649 vulnerable households.
Regarding energy subsidies, the government aims to reduce their total cost to no more than 1% of GDP per year by 2029. It specifies that butane gas for domestic use, particularly in small containers, will be maintained.
For electricity, however, the subsidy will be refocused on low-consumption residential customers and small-scale businesses, through a targeted social tariff. "Ultimately, protection will primarily cover the most vulnerable households, representing nearly 40% of the population," the Government states in its draft 2027 Finance Law.
