Communication du gouvernement : Une parenthèse de panique
The Prime Minister was summoned on a Sunday, surrounded by six members of the government. That's what happened yesterday, as the government sought to defend its position against the parliamentary majority, which refused to vote on the supplementary budget bill. At least seven other ministers were present to lend their support. The response from the opposing side led to another classic confrontation, this time between the government and Pastef. As for the outcome of this meeting, we'll leave the verdict to the Senegalese people.
What interests us here is the quality of the government's communication. Is mobilizing fifteen or so ministers around the Prime Minister on a Sunday really the best way to project an image of calm? Especially since, just a week earlier, on Monday, October 19, 2026, the government had mobilized nine ministers to assess the social climate in light of the three-day general strike announced by the labor unions. A plethora of ministers, raising questions about the appropriateness of some of their presence.
During this meeting, the Minister of Transport was heard expressing his satisfaction that there were no disruptions in his sector. Was he even relevant to this crisis communication if everything was running smoothly in his department? Furthermore, when nine ministers are mobilized, what is the purpose? What is the essential message to convey? The sheer number of interventions can quickly muddy the waters, with digressions and other tangents.
What is the point of a government spokesperson if, during these sessions, each minister speaks on behalf of their department? It's true that the choice of Bakary Sarr requires justification: he doesn't seem to fit the profile for the job. Unfortunately, we remain stuck in the pattern of the Minister of Communication being the government spokesperson, as if the connection were automatic.
But the fundamental problem lies in government communication: not just this government, but all governments in Senegal. Communication seems to be a difficult exercise for our leaders, a burden, almost. What should be second nature is ultimately a millstone around their necks. The government only communicates when forced to. Many initiatives have been undertaken in the past. Regular meetings, either with the press or with members of parliament, were announced but never followed through. Macky Sall's government started with "Press Thursdays," but the experiment didn't last. Prime Ministers promised to appear before the National Assembly every month. This promise was never kept. Requesting the communications services of certain ministries and national companies is, at best, a waste of time.
It is this lack of communication skills that means that, as soon as a crisis arises, the chosen format conveys an image of panic on the part of those in power. Recently, the Ministry of Finance convened all its directors for what it called a "press conference." "For more than two hours, journalists were able to speak directly with the directors general in charge of Public Accounting and the Treasury, the Budget, Customs, Taxes and State Property, Financing and Debt, Planning and Economic Policies, the Financial Sector, and Private Sector Development," the ministry proudly announced.
The failed experiments
Yet, this department is among the most closed within the government. It is because the regime has been accused of sacrificing sovereignty to the demands of the IMF that all its expertise has been mobilized "for the first time." And probably for the last time, except in the event of a crisis.
At the Ministry of Finance, the prevailing view is that communication is a one-way street: reports, press releases. There are almost never any responses to press inquiries. The directors who left last time are virtually unknown to the media. Even the business press struggles to gain access to the ministry. The rare times journalists manage to obtain information, it's only after bypassing official channels.
The time may have come to review government communication: to put an end to press releases from the Council of Ministers whose exclusivity is reserved for RTS and has no relevance in 2026, and to designate two ministers, or the spokesperson, to answer current affairs questions after the press release has been issued.
Furthermore, reports are all well and good; they're a goldmine of information. But journalists' concerns must also be addressed, whether at the Ministry of Finance or in another department. By increasing these practices, communication would become second nature, and the Prime Minister's office would no longer need to mobilize on a Sunday, or call in nine ministers, to deal with a crisis.
