UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION
The Prime Minister's communication focused, on the one hand, on taking charge of the post-technical agreement due diligence between Senegal and the International Monetary Fund (IMF) for an economic and financial program and, on the other hand, on the government roadmap for the period September-December 2026.
On the first topic, the Prime Minister indicated that the technical agreement with the IMF and the State's decision to publicly announce the Debt Treatment Plan for Senegal, which took place on September 1, 2026, three (03) months to the day after the formation of the new Government, constitute a significant marker of the Head of State's mandate.
After highlighting the decisive support of the Head of State in the completion of this crucial phase for the recovery of public finances, the Prime Minister wished to congratulate the Minister of Economy, Finance and Planning and his entire team as well as that of the Prime Minister's Office for the professionalism and dedication they have shown in these matters.
The Prime Minister also asked the relevant ministers to accelerate the implementation of the subsidy targeting mechanism and to ensure that the payment of national family security grants is made by the end of September 2026 at the latest.
Furthermore, he invited the Minister of Economy, Finance and Planning to ensure that the amending Finance Law for 2026 is submitted to the National Assembly as soon as possible, taking into account the technical agreement with the Fund's services.
Similarly, he asked him to submit, during the week, to the President of the Republic for approval, the results of the audit on domestic arrears, with a view to starting their payment before the end of 2026, prioritizing the claims of micro, small and medium-sized enterprises.
Furthermore, the Prime Minister instructed the Minister in charge of Finance, in conjunction with his colleagues, to ensure that the draft Initial Finance Law 2027 is finalized and reviewed by the Council of Ministers no later than September 30, 2026.
Finally, in view of the urgency attached to the revival of the construction sector, the Prime Minister asked the Ministers in charge of Urban Planning, Finance and the Interior to take the appropriate measures; these with a view to taking regulatory acts relating to the recommendations of the Land Audit Monitoring Committee concerning the redevelopment and restructuring of certain housing estates in the areas of Dakar and Thiès.
Addressing the second theme of his address, concerning the government roadmap for the period September-December 2026, the Prime Minister asked ministers to attach paramount importance to the development of roadmaps for their respective departments. This involves, in particular, precisely identifying the projects and reforms to be initiated or finalized, firstly, by the end of 2026 and secondly, for the years 2027, 2028, and 2029.
He particularly emphasized the imperative of ensuring the selectivity and structuring of proposed projects, essential criteria that will be applied for the arbitration of budget requests for the 2027 Finance Law.
