Configuration organisationnelle de la Primature : Ce qui a changé avant et après le limogeage d'Ousmane Sonko
At the Prime Minister's Office, Ousmane Sonko is no longer head of government since May 22, 2026. He was replaced by Al Aminou Lô. Between November 2025 and the last cabinet reshuffle, several changes occurred in the organizational structure of the Prime Minister's Office.
These changes were formalized by Decree No. 2025-1431 concerning the distribution of state services and the oversight of public institutions, national companies, and companies with public participation among the Presidency of the Republic, the Prime Minister's Office, and the ministries. This decree was issued following the latest government reshuffle.
Developments under Ousmane Sonko
Already, Decree No. 2025-1929 of November 27, 2025 had significantly changed the architecture of the Prime Minister's office, establishing new positions that had expanded Ousmane Sonko's cabinet.
These new entities include the Reform Guidance and Monitoring Unit, the Services Inspection, the Steering and Monitoring Committee for Asset Enhancement and Recycling Initiatives (established by Decree No. 2025-1605 of October 2, 2025), and the Purchasing Commission.
Within the General Secretariat of the Government, a unit for preparing the Council of Ministers and monitoring files intended for institutions had also been created, as well as the National Commission for Access to Information.
What changes under Al Aminou Lô
Following the dismissal of Ousmane Sonko last May, the administrative structure of the Prime Minister's office has once again changed. Al Aminou Lô's cabinet has been strengthened with the integration of the Technical Secretariat of the National Committee for Monitoring Local Content, previously under the supervision of the Ministry of Petroleum and Mines.
Conversely, the General Secretariat of the Government has been streamlined by removing several structures, which have been transferred to other ministerial departments. This is notably the case for the Directorate General for National Civic Service and Volunteering, which is now attached to the Ministry of Youth and Sports.
The BIC-Gouv at the ministry
The Government Information and Communication Office (BIC-Gouv), previously headed by journalist Mame Gor Ngom, has been transferred to the Ministry of Communication and Relations with Institutions. The same applies to the National Observatory of Places of Deprivation of Liberty, which now falls under the Ministry of Justice.
In the current structure of the Prime Minister's Office, the position of "Secretary of State to the Prime Minister, responsible for Relations with Institutions and Government Spokesperson" no longer exists. In the new government team, the President of the Republic has opted for the appointment of a full-fledged Minister of Communication and Relations with Institutions, who also serves as Government Spokesperson.
