Cybersécurité : Thierno Alassane Sall revient à la charge et dénonce « les grands bandits »
The examination of the draft law on the protection of critical information infrastructure and cybersecurity prompted a particularly forceful intervention by Thierno Alassane Sall in the National Assembly on Thursday. While the MP initially welcomed the measures envisaged by the government to strengthen Senegal's defenses against cyberattacks, he quickly broadened his remarks to include the mobilization of national expertise and the functioning of the parliamentary institution.
“I encourage you, I encourage all the measures you can take in this regard,” declared Thierno Alassane Sall, emphasizing the difficulty for states with limited resources to cope with the increasing sophistication of cyber threats. The parliamentarian believes that Senegal must first and foremost rely on its own human resources. He therefore called on the government to draw upon the skills of the diaspora, national workers, and university professors and researchers, considering this local and international expertise a major asset in the fight against cybercrime.
But beyond the technical challenges of digital security, the MP strongly questioned the functioning of the National Assembly. Thierno Alassane Sall challenged the conditions under which this extraordinary session was held, questioning the true urgency of summoning parliamentarians to examine certain bills. He also denounced the restrictions he believes are imposed on MPs regarding their speaking time, particularly when they address transparency and the management of public resources.
This stance provoked an immediate reaction from the Speaker of the National Assembly, who reminded him of the strict framework of the text under discussion. Embracing the confrontation, Thierno Alassane Sall defended his right to question the functioning of the institutions. The tone became heated in the Chamber, with the presiding officer asking the deputy to return to his seat if he did not return to the original topic. Drawing a parallel with the previous legislature, Thierno Alassane Sall criticized certain members of the majority for now accepting practices they once opposed while in opposition.
Continuing his attack, the MP denounced those who plunder public resources, calling them "big bandits," while reaffirming that the fight for good governance remains inseparable from Parliament's oversight role. In conclusion, Thierno Alassane Sall issued a warning to opposition MPs, urging them not to yield to pressure from the majority in order to preserve the prerogatives and freedom of debate within the National Assembly.
