Déclaration de patrimoine : L’OFNAC épingle plusieurs hauts responsables et conseillers de la Présidence (documents)
The National Anti-Corruption Office (OFNAC) continues its work of clarifying and monitoring transparency obligations. In its latest official document concerning those attached to the Presidency of the Republic and affiliated organizations, the oversight body has compiled a list of officials deemed to be in default for having not yet filed their asset declarations.
This publication highlights compliance delays at the highest levels of government, affecting both the direct presidential office and several strategic departments in the parapublic sector.
Among the personalities appointed by decree to the Presidency of the Republic appearing in this register of failures, we find Fatou Isidora Mara, personal representative of the Head of State to the Francophonie, the special envoy Abdoulaye Bathily, as well as Mamadou Ndiaye, head of the presidential protocol service.
The document also mentions administrative and financial officials from strategic regulatory and control bodies. These include executives from the Commission for the Protection of Personal Data (CDP), the National Committee of the Extractive Industries Transparency Initiative (CN-ITIE), and the Telecommunications and Postal Regulatory Authority (ARTP).

The scope of the failures extends to the semi-public sector and development agencies. APIX-SA appears in this list, with shortcomings reported at the level of its deputy director general and its administrative and financial director. Financial and accounting management positions are also identified at the Sovereign Strategic Investment Fund (FONSIS), SOGEPA, and the High Authority for Maritime Safety (HASSMAR).
The document also mentions officials from the Center for Advanced Studies in Defense and Security (CHEDS), the Palace's administration and financial services, as well as entities such as the DER/FJ and the High Council for Social Dialogue, for whom regularization deadlines are formally reiterated. Through this publication, OFNAC emphasizes that the requirement for accountability applies to all state employees, without exception.
