Déficit, dette : Hamidou Anne charge le régime Diomaye-Sonko et dévoile la riposte de l’APR
Invited to the "Sunday Jury", the political analyst believes that Senegal must quickly return to budgetary rigor, restore the confidence of partners and attract new investors.
"The Diomaye-Sonko regime has borrowed 16,000 billion in three years. Their financing needs for 2026 are 6,075 billion," he says.
Hamidou Anne, however, distinguishes between repayments and the deficit created. "Within the 16,000 billion, there is certainly amortization, but they created a deficit of 5,200 billion. We are in excess," he says, estimating that in six months, in 2024, the deficit has tripled.
The former associate of Macky Sall contrasts this situation with the record of the APR under the previous regime. "In ten years of implementing the PSE under Macky Sall, we generated an 8 trillion CFA franc deficit. And within this 8 trillion CFA francs, we built universities, hospitals, established family security grants, and quadrupled Senegal's energy potential," he argues.
The first imperative, according to him, is to: "return to budgetary seriousness", restore the confidence of financial partners and strengthen the credibility of Senegal's signature.
Second priority: economic openness. Hamidou Anne warns against any temptation towards isolation. "Senegal cannot afford today, in an integrated zone, as a member of the WAEMU, ECOWAS and having signed agreements with the IMF, the World Bank and the WTO, to return to a form of autarky," he argues.
He argues for the continuation of reforms to the business climate and investment framework in order to attract foreign capital, industrialize the country and create massive numbers of jobs.
Third focus: social issues. For Hamidou Anne, growth cannot have meaning without redistribution. "Development cannot be anything but inclusive," he insists, citing family security grants, universal health coverage, and policies to combat territorial and social inequalities promoted by the previous regime.
But behind this economic burden, a political battle is taking shape. According to him, the APR is working on an "alternative project" intended to prepare for the upcoming elections.
The ambition extends beyond the ranks of the APR. Hamidou Anne wants to unite the different components of the opposition around a common foundation, without erasing their political identities.
"We will propose to our opposition partners a minimum framework for agreement, respecting their respective programs, in order to then proceed to elections in cohesion," he announced.

Le pyromane qui joue aux pompiers
Parler de « rigueur budgétaire » et de « crédibilité de la signature du Sénégal » après avoir soutenu pendant dix ans un système qui a maquillé les comptes publics et pillé les caisses de l’État est d’un ridicule achevé. L’APR n’a pas laissé un bilan : elle a laissé un champ de ruines et une ardoise salée que le peuple sénégalais est aujourd'hui sommé de payer.
De la manipulation à l’amnésie collective
Hamidou Anne feint d'ignorer une vérité élémentaire : si le régime actuel emprunte, c'est d'abord pour éponger la dette toxique et les engagements irresponsables scellés sous Macky Sall. Vanter un PSE qui a financé du béton à coup de milliards tout en laissant les hôpitaux sans moyens et la jeunesse sombrer dans l'émigration clandestine est une insulte à la mémoire et à la souffrance des Sénégalais.
Le recyclage des vaincus
Sa grande « coalition de l’opposition » n'est qu'un ramassis de nostalgiques du pouvoir aux abois, terrifiés par la reddition des comptes qui arrive. Agiter le spectre de l'« autarcie » dès qu'on parle de souveraineté ne fait que confirmer leur servilité historique envers les intérêts étrangers.
Ce n'est pas un projet alternatif que propose Hamidou Anne : c'est une tentative grotesque d'amnistier un bilan indéfendable. La mascarade a assez duré, et l'histoire ne repassera pas les plats.
