Économie et développement territorial : Alioune Sarr propose un « Pacte national Diaspora–Territoires » pour stimuler l'investissement

A few days after meeting with his supporters in Jeddah, Alioune Sarr intends to follow up on the discussions held with the Gulf diaspora. The president of the Alliance for Senegal / Andando Ngir Senegaal movement is advocating for the creation of a "National Diaspora-Territories Pact." This framework aims to restructure economic relations between the state, local authorities, and Senegalese expatriates.
Complementing family solidarity with productive investment
Without questioning the social dimension and direct financial support that emigrants provide to their families back home, the mayor of Notto Diobass calls for an evolution of public policies. "It's not about asking the diaspora to abandon their families. It's about adding a second strength to family solidarity: that of investment," argues Alioune Sarr, emphasizing that "the time has come to give them the tools to invest, undertake projects, and participate directly in the economic transformation of our regions."
This approach targets priority funding for strategic sectors at the local level, including SMEs, industry, agriculture, productive real estate, tourism, logistics and digital infrastructure.
The five recommended levers for action
To realize this partnership between the territories and Senegalese abroad, the Alliance for Senegal details a mechanism based on five major instruments.
The first component is based on the establishment of a one-stop shop designed to centralize and simplify support for diaspora investors, from project identification to obtaining land titles, administrative authorizations and tax facilities.
The second lever concerns secure territorial investment, which aims to present structured and pre-audited local projects in order to reduce legal and financial risks.
Thirdly, the creation of dedicated investment vehicles should make it possible to structure a suitable regulatory framework for fundraising and collective investment in priority sectors.
The fourth tool takes the form of a digital monitoring platform, offering the possibility to consult project documentation and to monitor investments remotely from abroad.
Finally, the organization of a global skills network aims to identify and mobilize managers, engineers, researchers, financiers and entrepreneurs from the diaspora to support the completion of technical projects.
Notto Diobass as a demonstration model
To illustrate his approach, the former minister highlights the Notto Diobasse Smart City project. According to him, this initiative demonstrates the possibility of combining housing, agribusiness, training, and infrastructure at the municipal level. "A municipality should no longer be just a territory administered by the state. It must become a territory that produces, attracts investment, and creates jobs," the local official insists.
Alioune Sarr finally believes that economic diplomacy must go beyond the strict framework of capitals to lead to concrete achievements that directly benefit local populations.

En plus je le soupçonne, en tant que membre de l'ancien regime, d'essayer de detourner l'attention sur ce que pourrait catcher son passé Dan's le systéme.
