Face à BP : Al Aminou Lo réussira-t-il là où Sonko a échoué ?
Prime Minister Al Aminou Lo wants to use Senegal's gas to power plants, thereby influencing both production capacity and prices. He announced this yesterday in the National Assembly during his general policy statement. However, he is facing a major obstacle: British Petroleum (BP). The British company does not want to supply Dakar; it prefers to sell abroad, claiming that supplying the producing country is not included in the contract.
Faced with this attitude, the Prime Minister seems determined to engage in a showdown, if necessary. "Starting in January, we must be able to ensure Senelec has access to LNG. (...) BP must back down," declared Lo, who maintains that the regulations are clear on this matter. The PM finds it "unacceptable" that LNG produced in Senegal leaves the country for Europe and returns to Dakar at an inflated price. "We must be sold LNG at the price it costs to leave the GTA field, and a ship must leave Saint-Louis for Dakar to supply Senelec," insisted Lo, who reiterated that Senegal aims to reduce prices by 30% by 2030 through this mechanism.
However, before him, the former Prime Minister with whom he worked had made the same outburst before issuing an ultimatum to BP. In August 2025, facing the national private sector, Ousmane Sonko, then Prime Minister, promised to take the necessary measures to secure domestic gas to supply Senelec.
“By 2026, we don’t want to have to transport nine gas shipments from far away to Senegal when gas is produced here. We want to source our supplies locally, and we will take the necessary steps to do so,” promised Ousmane Sonko. Like his successor today, he too emphasized the importance of this expectation. “This measure alone can resolve a great many issues.”
However, until its departure in April 2026, BP did not deliver a single cubic meter to Senelec, which continues to import gas, despite the fact that Senegal is a producing country.
Will Al Aminou Lo succeed where Sonko failed? He likes to highlight his experience and career path to convince others of his strengths. But he knows the fight will be difficult; hence his appeal to civil society to take up the cause.
For the moment, his approach doesn't seem to be the right one; at least, if we are to believe the former CEO of Petrosen. Indeed, the Prime Minister has suggested that he doesn't want arbitration, which requires time. An option that infuriates Alioune Guèye. "BP must be thrilled to hear Diomaye's negotiation strategy: saying that we must engage in a showdown with BP over LNG, which is an inalienable right for Senegal, while dismissing your strongest asset: arbitration. Good heavens!" he reacted.
According to Guèye, it was BP that should have been afraid of an arbitration that could tarnish its reputation, when the whole world learns that the company refuses to supply gas to a producing country that is requesting it.
One thing is certain: BP should not be expected to make any concessions. The multinational will only back down when it has no other choice. Indeed, the dispute is not limited to gas supply. According to civil society actors interviewed by RTS, BP has refused to apply the local content law. Its argument is that the gas is produced between two countries, Senegal and Mauritania. It cannot apply the law of one to the detriment of the other. Under this pretext, it has operated under its own laws, which have allowed it to circumvent the local content law and create its own subsidiaries that have monopolized everything during the production phase. This company is not going to ship a vessel to Senelec simply because Senegal wants it. The resources available to wage this battle will therefore be crucial.
