Fann, Almadies, Point E : La commission d'enquête parlementaire met à nu le bradage des loyers de l'État
As part of the investigations conducted at the National Assembly into the management of state assets, MP Kaba Diakité revealed a list of beneficiaries of administrative leases allocated under the responsibility of Abdou Karim Fofana. The information presented indicates particularly low monthly rents, ranging from 58,000 to 470,000 FCFA for properties located in upscale areas of Dakar such as Fann Résidence, Le Plateau, Ngor-Almadies, and Point E.
According to the list provided by the parliamentarian, the monthly rents charged vary considerably from one beneficiary to another, but reach surprisingly low amounts given the Dakar real estate market. Among the figures mentioned are a monthly rent of 58,000 FCFA for Pape Samba Awa Diop in Almadies, 75,000 FCFA for the Chamber of Notaries of Senegal, and 79,000 FCFA recorded for the late Abdou Aziz.
University residences, magistrates and professional offices
Other beneficiaries mentioned during the hearing are subject to higher fees, though still significantly below market rates. The Aïssatou Guèye Diagne law firm, for example, receives a monthly fee of 470,000 FCFA, while Magistrate Pape Oumar Sakho reportedly benefits from a lease set at 375,000 FCFA per month. Professor El Hadji Niang pays 260,000 FCFA in rent, compared to 200,000 FCFA for Mamadou Lamine Fofana, 125,000 FCFA for Bamba Camara, and 106,000 FCFA for Sara Isabelle Dieng.
The file also mentions the Carrefour International restaurant with a monthly rent of 176,000 FCFA, a contract granted following its relocation after the renovation of the administrative building. Finally, the case of the Malick Diop firm is particularly noteworthy, with a monthly fee of 210,000 FCFA for a total area of 575 m². This situation raises serious questions among the commissioners regarding the criteria for property valuation and any potential benefits granted to the occupants of these public assets.
