Fonds politiques : Ancien secrétaire général de la Présidence, Abdoulaye Baldé se prononce
Abdoulaye Baldé, president of the UCS Mboloo and former secretary general of the presidency, addressed the controversy surrounding political funds. Drawing on his experience at the heart of the state, he believes these financial resources are essential, but that their management must be rethought to guarantee transparency and credibility.
In his address, Abdoulaye Baldé began by pointing out that political funds are not unique to Senegal: "I don't see a country that doesn't have political funds," he stated, emphasizing that these mechanisms exist at various levels of government and constitute an essential tool of governance. According to him, the primary recipient remains the Presidency of the Republic, but other public officials also have access to this type of resource.
Baldé, who served as Secretary General of the Presidency for nearly nine years, says he understands the purpose of these funds, particularly for matters of national security. While some expenditures can be justified and made public, others fall under the umbrella of national sovereignty and cannot be disclosed. "There are funds that go elsewhere and that cannot be made public," he explained.
UCS leader Mboloo insists on the need to shift the debate: it's not about questioning the existence of political funds, but about reviewing how they are managed and ensuring credible accountability. According to him, a balance must be found that allows those in charge to use these funds for strategic purposes while also being accountable, in one way or another, for how they are used.
By advocating for greater transparency, Baldé calls for moving beyond sterile debates and engaging in constructive discussion on the regulation of these financial mechanisms. His appeal aims to preserve the credibility of institutions and guarantee the stability of the state, in a context where citizens' trust in public management is more crucial than ever.
