Fonds politiques : Souleymane Jules Diop donne raison à Aly Ngouille Ndiaye
The controversy surrounding political funds allocated to the Prime Minister's office continues to fuel debate in Senegal. In an opinion piece published this Thursday, August 13, 2026, Souleymane Jules Diop, former minister and former advisor to the Prime Minister, clearly takes a stand in favor of Aly Ngouille Ndiaye.
According to him, the former Minister of the Interior did not say that Prime Ministers had never benefited from special financial resources, but rather that they had never, by right, had "political funds." For Souleymane Jules Diop, this distinction is fundamental. He believes that the criticisms leveled at Aly Ngouye Ndiaye are largely based on a confusion between several categories of funds.
“No Prime Minister has ever had political funds at his disposal by right,” he maintains, while specifying that if Ousmane Sonko claims to have benefited from such funds, he would then be the first Prime Minister to have legal access to them. The former minister explains that there is, in particular, an “Aid and Relief” fund within the Prime Minister’s office, operating as an advance fund. This fund is subject to management rules and ex-post controls, notably regarding the nature of the expenditures, their compliance, and adherence to spending limits.
The "security funds", another reality
Souleymane Jules Diop then mentions another category of resources, which he distinguishes from advance funds. He recalls that when Abdoulaye Wade came to power in 2000, part of his security funds were transferred to the Prime Minister's office. According to his account, these resources were intended for operations related to national security and were used, in particular, for interventions in Casamance, Gambia, and Guinea-Bissau.
The former advisor to the Prime Minister's office asserts that these funds, managed on a discretionary basis, were not subject to the same control mechanisms as traditional advance funds. He also rejects the notion that these resources simply fall under the category of "capital transfers." In his view, this interpretation confuses them with loans intended for investments made by public entities.
The testimony of the former advisor to the Prime Minister's office
To support his argument, Souleymane Jules Diop draws on his personal experience. He recalls having served as an advisor to the Prime Minister under Idrissa Seck in the early 2000s. According to his testimony, Abdoulaye Wade entrusted his Prime Minister with the management of a large portion of his political funds. He states that an agent from the Central Bank of West African States (BCEAO) was asked to manage these resources, with accounting practices he describes as "informal, but rigorous." He maintains that this practice continued under Macky Sall and Souleymane Ndéné Ndiaye, before evolving further under Macky Sall's presidency. Souleymane Jules Diop even suggests that the amounts made available to some Prime Ministers under Macky Sall could reach approximately 50 million CFA francs, depending on their relationship with the President.
“Aly Ngouille Ndiaye is right.”
At the end of his analysis, the former minister returns to the statement that sparked the controversy. According to him, Aly Ngouille Ndiaye was fundamentally correct: a Prime Minister does not, legally, have an inherent right to political funds. "It follows from the above, as Aly Ngouille Ndiaye stated, that a Prime Minister has never been entitled to political funds in the strict sense," he writes.
This stance comes as the debate on the regulation of political funds has entered the National Assembly. Souleymane Jules Diop believes that the current controversy stems in part from a confusion between regularly budgeted and audited funds and security-related resources, the management of which, by definition, falls under a specific regime. The former minister goes further, asserting that only the President of the Republic and the President of the National Assembly legally have access to political funds in Senegal.
This assertion, while politically significant, must nevertheless be assessed in light of the applicable budgetary and legal texts. Souleymane Jules Diop's opinion piece thus adds a new dimension to the debate: beyond political pronouncements and videos of former Prime Ministers, the real question is less about whether heads of government have benefited from special resources than about determining the precise legal nature of these funds, their origin, their management system, and the control mechanisms that apply to them.
