Fonds spéciaux : Amadou Ba accuse Me Moussa Sarr de « ruse qui ne grandit pas le président»
At the National Assembly this Thursday, during the examination of the bill on special funds, Amadou Ba, a member of parliament from Pastef, strongly contested the strategy defended by the Minister of Justice, Me Moussa Sarr, in the debate on the regulation of these special funds.
"We understand your trick, but it does not enhance the president's image," he told the Minister of Justice, denouncing a maneuver intended, according to him, to avoid another referral to the Constitutional Council.
The Pastef MP argues that government amendments tabled on top of parliamentary amendments are legally sub-amendments and cannot, according to his reasoning, contradict the initial amendments. He believes this strategy could lead to rejection in committee, before a possible recourse to a blocked vote in plenary session.
Beyond the procedure, Amadou Ba primarily contested the argument justifying the special funds by the social mission of the Republic. "The President of the Republic is not, in himself, a social institution," he insisted, citing in particular the Ministry of Solidarity, Social Protection, and the Directorate General of Social Action.
The MP is primarily calling for an oversight mechanism to verify the actual use of funds. He proposes a commission comprising two judges from the Court of Auditors, the Chief Justice of the Supreme Court, and a member of parliament.
For Amadou Ba, this verification would notably ensure that funds intended to help citizens are not being used for other political purposes. "We want to help the President of the Republic, because that was his promise. We want to make it a reality," he declared, before calling on the government to bring the procedure "back to proper procedure."
