Fonds spéciaux : Ousmane Sonko exige un encadrement légal avant tout vote budgétaire
Ousmane Sonko is taking a tougher stance on the issue of special funds. The Pastef leader asserts that his party's MPs will not vote for either the 2026 supplementary budget bill or the 2027 initial budget bill without legal provisions governing the use of these funds.
During a press conference held on October 19, 2026, the Speaker of the National Assembly stated that members of parliament "will not vote on either the supplementary budget law or the initial budget law unless they include legal provisions governing special funds." He believes that these resources can no longer be left to the discretion of the authorities without an oversight mechanism.
To justify this position, he pointed out that regulating special funds was already part of his party's political commitments. "It's been a political commitment of the President of the Republic since 2019," he maintained, before expressing his regret that the issue still hadn't been resolved. "It's disgraceful that we've come to this," he added.
Ousmane Sonko announced that his parliamentary group intends to enshrine this requirement in the budget bills through amendments. He believes that the National Assembly, as the institution responsible for passing legislation, must be able to establish the rules governing the use of special funds. "We will propose it as an amendment. If the Assembly votes against it, we will reject everything," he warned, referring to the possibility of a single vote on the budget bills.
The Pastef leader maintains, however, that his party is not seeking to provoke an institutional crisis. He says he is willing to discuss with the government to reach a compromise, provided that the regulatory framework is incorporated into the bills submitted to parliament. "We are not here to obstruct," he clarified, placing the responsibility for any potential deadlock on the executive branch should no agreement be reached.
As a reminder, the issue of special funds has already given rise to several parliamentary initiatives. On October 1, 2026, the National Assembly adopted a draft organic law aimed at strengthening parliamentary oversight of these funds. The text notably provided for their explicit identification in finance laws and for increased scrutiny of their use.
However, on October 15, the Constitutional Council declared this law unconstitutional, due to irregularities in the adoption procedure, particularly concerning the handling of government amendments.

Qu'est-ce qu'il fera s'il revient au pouvoir ? Il "rehalalalisera". La Loi, c'est lui. "Divin".
