The Association of Inventory Accountants of Senegal (ACOMAS) welcomes the reform of inventory accounting undertaken by the State and expresses its readiness to support its implementation. The professional organization believes this reform represents a significant step forward in strengthening transparency and traceability in the management of public assets.

In a statement received by Seneweb, ACOMAS welcomes the publication of circular no. 0038/MEFP/DGB of July 17, 2026, addressed to the presidents of institutions, the Secretary General of the Presidency of the Republic, the ministers and the Secretary General of the Government.

“This reform aims to harmonize the management of state assets and strengthen the accountability of inventory accountants and principal authorizing officers. It aims to ensure rigorous traceability of public assets, both tangible and intangible,” the statement explains.

It introduces several innovations, notably the centralization of inventory accounting through the maintenance of a single state account. It also provides for the decentralization of authorizing officer functions, with each minister, head of an institution, or director of a public establishment becoming the principal authorizing officer for matters within their jurisdiction.

Another measure put forward by ACOMAS is the requirement for each inventory accountant to produce an annual statement detailing all inflows and outflows of goods. The reform also includes intangible assets, notably software, patents, and other intangible assets.

Accountants called upon to regularize their situation

As part of the implementation of these new provisions, ACOMAS invites the principal authorizing officers to transmit, no later than September 17, 2026, the list of principal and secondary material accountants duly appointed within their structures.

The Association also recommends regularizing the appointment documents of agents already performing the duties of materials accountant. This step should facilitate their integration into the training plan that will be implemented by the Directorate of Equipment and Administrative Transit (DMTA).

ACOMAS also welcomes the deployment of the IT platform for materials accounting. It calls for its gradual extension to all state structures.

For the organization, the widespread adoption of this tool will modernize accounting management and improve the daily monitoring of public assets.

The Association also emphasizes adherence to best professional practices. It reminds accountants of the importance of maintaining up-to-date annual management accounts, participating in reception and inventory committees, and systematically using accounting documents to record transactions.

Finally, it encourages their participation in the preparation of quarterly reports and the semi-annual dashboard.

ACOMAS reaffirms, in conclusion, its willingness to support the State in the implementation of this reform, which it considers a major instrument of good governance, accountability and transparency in the management of public assets.
